4-1 <br /> 4.0 REGULATORY AGENCY REQUIREMENTS <br /> 4.1 Permits and Approvals (14 CCR. Section 18221.6 (p)) <br /> 4.1.1 Introduction <br /> In order to operate a large volume transfer/processing facility in the State of California, the <br /> facility operator must obtain various permits from those local and state agencies having <br /> jurisdiction over the handling and transfer of non-hazardous solid waste. The following <br /> sections list the responsible agencies which have jurisdiction over the RRF and the permits <br /> they require to operate the facility in accordance with 14 CCR, Section 18221.6 (p). <br /> 4.1.2 California Department of Resources Recycling and Recovery (CalRecycle) <br /> All solid waste facilities are required to have a SWFP issued by the LEA and concurred on by <br /> CalRecycle. This facility is permitted to operate as a large volume transfer/processing <br /> facility and compost facility under SWFP No. 39-AA-0020, which was updated in 2009 as <br /> part of the previous Five-Year Permit Review for the Forward RRF. A copy of the most recent <br /> SWFP is included in Appendix F. It should be noted that the Forward Landfill operates under <br /> a separate SWFP (No. 39-AA-0015). <br /> 4.1.3 San Joaquin County, Environmental Health Department <br /> The San Joaquin County Environmental Health Department is the LEA having jurisdiction <br /> over this facility. The LEA is the local regulatory body acting on behalf of CalRecycle, which <br /> issues and enforces the terms and conditions of the SWFP. The current SWFP for the RRF <br /> contains the conditions to which the facility is subject. The LEA is responsible for processing <br /> any permit changes which are necessary to keep the SWFP accurate and up-to-date. <br /> 4.1.4 Local Land Use Authority <br /> The local land use authority is the San Joaquin County Department of Planning. The Use <br /> Permits for the entire property include the following: <br /> ♦ No. UP-00-7, dated April 2003 <br /> ♦ Use Permit No. PA-1000245, dated February 2011 <br /> Copies of these permits are included in Appendix F. <br /> 4.1.5 San Joaquin Valley Air Pollution Control District <br /> This facility falls under the jurisdiction of the San Joaquin Valley Unified Air Pollution Control <br /> District(SJVAPCD), which has issued the following permits for the RRF: N-8534-1-1, N-8534-2- <br /> Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report-November 2014 <br /> z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec4.doc <br />
