Land within 1,000 feet of the transfer station is zoned as follows : <br /> 1. M-2 - Medium Industrial <br /> F. This County has no solid waste management plan as of February 28 , 1978 . <br /> This transfer station was established before August 18 , 1974, therefore <br /> no finding of need and necessity from the State Solid Waste Management <br /> Board is required. <br /> G. This facility' s operations are currently in substantial compliance <br /> with State Minimum Standards as determined by a physical inspection <br /> made on February 21, 1978, except that they violate Sections 17461, <br /> 17462, 17463 , 17481, 17482 , and 17497 . The conditions of this permit <br /> establish an appropriate schedule for compliance with these sections . <br /> H. This permit is consistent with the State Minimum Standards in that <br /> the following conditions establish an appropriate schedule for compli- <br /> ance with those standards . <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. The operation and design of this facility must comply with all <br /> of the State Minimum Standards for Solid Waste Handling and <br /> Disposal. <br /> 2 . The operation and design of this facility must comply with all <br /> federal, state, and local requirements and enactments . <br /> 3. The San Joaquin Local Health District reserves the right to <br /> require additional information concerning the design and operation <br /> of this facility. <br /> B. Prohibitions : <br /> 1. The following actions are prohibited at the facility: <br /> a. Disposal of residential refuse. <br /> b. Disposal of sewage sludge. <br /> c. Disposal of liquids/slurries . <br /> d. Disposal of hazardous wastes . <br /> e. Disposal of agricultural wastes . <br /> f. Disposal of septic tank pumpings . <br />
