GAU <br />DEPUTY DIRECTOR <br />STEVEN WINKLER <br />DEPUTY DIRECTOR <br />SUBJECT: REMEDIATION PLAN FOR HYDROCARBON CONTAMINATION IN THE <br />SEPTIC SYSTEM AT THE LOVELACE MATERIALS RECOVERY <br />FACILITY AND TRANSFER STATION <br />This letter is in response to two related "Notices to Abate" dated January 21, 2001, and January <br />25, 2001. <br />The first "Notice To Abate" stated that the septic system was pumped and found to contain 8 <br />ppm TPHG and 50 ppm TPHD and that the most probable source of the contaminants was the <br />truck wash system. The notice included the recommendation that "the use of the truck wash <br />system should be discontinued until such time as the system can be shown to operate as designed <br />without discharge of hydrocarbons to the septic system." <br />The second "Notice To Abate" stated that the "facility has allowed oils/petroleums from truck <br />washing operations to enter septic tank". This notice included the recommendation to empty the <br />septic tank and dispose of the contents as a hazardous waste and determine why oil is entering the <br />tank and correct the problem. <br />Solid Waste Division engineering staff has visited the site and discussed the correct operation of <br />the system with the on-site Solid Waste Foreman. It is our belief that due to a temporary lapse in <br />the maintenance of the wash water reclamation system, the system built up hydrocarbon material <br />in excess of the amount that the system was designed to accommodate. To comply with the <br />recommendations from the two notices, staff at the Lovelace facility have taken the following <br />steps: <br />
