9 0 Exhibit B <br />Lovelace Transfer Station Renovation and Expansion Project <br />IDENTIFICATION OF ENVIRONMENTAL ISSUES TO BE <br />ADDRESSED IN THE DRAFT ENVIRONMENTAL IMPACT REPORT <br />The following is an identification of the environmental issues considered important for <br />the Lovelace project. <br />1. Land Use <br />The project should be analyzed for its relationship to surrounding land use, <br />including land use compatibility and potential conflicts. This would include <br />residential and agricultural (row crops, orchards and poultry production) land <br />uses adjacent to the project site. Conversion of agricultural land is also an issue. <br />The project should also be reviewed with respect to its location in the Central <br />County area and the market area it serves. Compatibility with County and City <br />General Plans should also be reviewed. County Use Permit requirements and <br />procedures should also be included in this section. <br />2. Traffic and Circulation <br />The project should be analyzed for traffic impacts including the existing <br />condition, increased traffic as a result of the project, and a projection of traffic <br />increases over a specified time period (i.e. 20 years). Traffic should be analyzed <br />by types of vehicles, hours of operation, and travel routes. Traffic should be <br />characterized in terms of average daily traffic (ADT),peak hour traffic, and <br />Levels of Service (LOS). The street and road network should be reviewed for <br />substandard conditions and safety hazards. <br />3. Public Services and Facilities <br />Information should be provided to demonstrate service capability for: water <br />supply, sewagge disposal, solid waste disposal, electrical ower, natural gas, <br />telephone, police protection, fire protection, and road maintenance including <br />litter control. <br />4. Ground Relief Features <br />The project should be analyzed f( <br />classifications, soil stability, erosion <br />slope stability. <br />ir on-site soil conditions including: soil <br />potential, site grading and excavation, and <br />5. Seismicitv <br />The ro)ect site should be evaluated for earthquake potential as well as <br />liquetactlon or other ground failure problems. <br />6. Water Quality <br />Issues to address with respec <br />surfaces, storm drainage and <br />leachate into the groundwater, <br />_CA WS5 \920411 <br />t to water quality include: increase in impervious <br />runoff patterns, wash water system, potential for <br />and flood hazard. <br />
