I FACILITY OVERVIEW <br /> A. INTRODUCTION <br /> This Report of Station Information(RSI)describes the design and operation of the Lovelace <br /> Road Transfer Station (Station), located in San Joaquin County, south of Stockton, <br /> California. The facility is an existing transfer station which is operated under Solid Waste <br /> Facility Permit number 39-AA-008 issued by the San Joaquin County,Public Health Services, <br /> Environmental Health Division (EHD). A copy of the most recent (1991) permit is in <br /> Appendix A. <br /> San Joaquin County currently owns and operates the transfer station and wishes to expand <br /> and renovate the transfer station. The renovation project(Project) will include construction <br /> of new buildings and demolition of the existing transfer station structures. Additional land <br /> adjacent to the existing transfer station property will be acquired by the County to facilitate <br /> the station expansion and renovation. <br /> This RSI was compiled to comply with Section 44004(b) of the Public Resources Code. It <br /> describes the proposed features for the station expansion and renovation, and the <br /> operational procedures proposed by San Joaquin County for continued operations of the <br /> transfer station. The CEQA document for the Station expansion was certified by the County <br /> Planning Commission on July 15, 1993. A copy of the Notice of Determination will be sent <br /> to the EHD, when completed, to supplement the application for solid waste facility permit <br /> (revision) for this RSI. <br /> The most recent RSI for the facility was submitted to the EHD in 1990. Some of the <br /> information in this RSI is the same or similar to the existing RSI for the Station because the <br /> County intends to continue the basic existing transfer functions of the Station with the <br /> proposed Station renovation and expansion. <br /> This RSI is organized to generally follow the Table of Contents contained in Chapter 3.2 of <br /> the Permit Desk Manual issued by the California Integrated Waste Management Board <br /> (CIWMB) in June 1992. <br /> B. SITE LOCATION <br /> The Lovelace Road Transfer Station is located in the unincorporated area of the County <br /> at 2323 East Lovelace Road, Manteca, California (Figure 1, Site Location and Collection <br /> Area Map). This address is located in Section 18, T1S, R6E, M.D.B.M. Site latitude and <br /> longitude are approximately 37'51' N and 121° 15' E. <br /> The Station will continue to serve the Central San Joaquin County Waste Area shown on <br /> Figure 1. This area includes the cities of Ripon, Manteca, Lathrop and Stockton, as well as <br /> the unincorporated Central County area. In addition, the City of Escalon, which currently <br /> exports its waste to Stanislaus County, may use the Station in the future. Primary routes of <br /> delivery to the Station are along Airport Way to Lovelace Road and along Union Road to <br /> Lovelace Road (Figure 2, Site VicinityMap). <br /> 07549001.012 1 September 23,1993 <br />
