Exhibit A <br /> Project Description <br /> 1.0 E14MODUCTION <br /> Pursuant to a report and recommendation prepared by the Solid Waste Division staff of the <br /> County of San Joaquin Public Works Department, Reference 1, Bissell &Karn and Kleinfelder, <br /> Inc. were selected to perform a Preliminary Investigation, Analysis, and Design for the <br /> renovation and expansion of the existing Lovelace Road Transfer Station. <br /> This report is the culmination of a preliminary study that assessed existing site conditions, <br /> evaluated additional land requirements, developed a preliminary layout, and will serve as the <br /> basis for the environmental impact report and final design for the new expanded facility. <br /> 1.1 BACKGROUND <br /> The existing Lovelace Road Transfer Station receives Class III waste from residential, <br /> commercial, and industrial sources in the cities of Ripon, Manteca, Lathrop, and Stockton, as <br /> well as the unincorporated Central County area. Currently, limited segregation and recycling <br /> takes place at the station after which the waste is loaded into large transfer trailers and hauled <br /> to the Foothill Sanitary Landfill located 32 miles away. <br /> This report is the result of a process that included review of existing data, analysis of <br /> wastestream projections, sizing of facility, contacting jurisdictional agencies, conceptual design, <br /> preliminary design, and preliminarycost estimate. <br /> The size of the expanded facility was determined based on current and future demands. After <br /> considering various expansion options, which evaluated land use in the adjacent properties and <br /> design requirements for the new facility, the area west of the existing station was selected for <br /> the proposed expansion.- <br /> Numerous <br /> xpansion:Numerous alternative layouts were developed at the conceptual stage for the purpose of finding <br /> the optimum combination of use of space and efficient traffic flow. Segregation of general public <br /> vehicles from transfer trailers and commercial vehicles was a major consideration as well as <br /> reduction of queuing time. <br /> 1.2 LIMITATIONS <br /> This report was prepared without the benefit of a geotechnical investigation. Subsurface <br /> conditions are unknown at this time and may significantly affect the information contained in this <br /> report. This report was prepared in accordance with the generally accepted standards of care <br /> which exist in Northern California at this time. <br /> II � <br /> I C-7 <br />
