The proposed <br /> expansion involves the acquisition of a 9.9 acre parcel of land <br /> adjacent to the existing facility. Proposed facilities include <br /> construction of a transfer building, which encompasses public and <br /> commercial disposal areas, a sorting floor and a transfer tunnel. <br /> Residual wastes are to be taken to Foothill Landfill. <br /> Staff concur with the finding that preparation of a DEIR is <br /> appropriate. In preparation of the DEIR, staff ask that the <br /> following items be addressed: <br /> Will there be an increase incoming wastes? If so what is to <br /> be the maximum permitted daily capacity for the facility, and <br /> what are the potential impacts associated with an increase in <br /> daily tonnage? <br /> Please contact the Regional Water Quality Control Board for <br /> liner requirements for the retention ponds. The NOP indicates <br /> that the retention ponds are to remain unlined. The DEIR <br /> should assess potential impacts to groundwater as a result of <br /> percolation of liquids through the soil. Additionally, the <br /> DEIR should indicate the capacity of the retention ponds, and <br /> identify contingencies in the event of overflow. <br /> If the expansion facilities are to be constructed on top of a <br /> former disposal site or if old waste is to be excavated, <br /> potential impacts associated with health and safety, air <br /> quality, subsidence, and explosion should be fully discussed <br /> within the document. <br /> Attached for your perusal is a DEIR Materials Recovery <br /> Facility/Transfer Station Checklist.
