13. Utilities <br /> The utilities listed below are shown on Figure 3-4: Preliminary Utility Plan. <br /> a. SanitarySewer: Restroom facilities in the Office Building and the Scale <br /> House ill be connected into an on-site septic tank and leach field. <br /> b. Water: The existing water system will remain in service until the new <br /> water system is operational. Two new fire protection tanks, a new general <br /> use water tank, and anew high pressure booster pump will be provided. <br /> Fire hydrants and water outlets will be provided throughout the site for <br /> fire protection, dust control and irrigation. <br /> C. Electricity: The existing service point on Lovelace Road will be used. <br /> Power and lighting will be provided by Pacific Gas and Electric Company <br /> for the various buildings, scales,well, pumps, fuel dispensers, stationary <br /> clamshell, as well as outdoor lighting. A back up emergency generator <br /> will be provided. Battery back up will also be available for the scales, <br /> computer system,and alarm system. <br /> d. Telephone: Telephone service will be provided by Continental <br /> Telephone of California for all the buildings. <br /> 14. Fencing <br /> Chain link fencing and gates around the maintenance yard and site perimeter <br /> will provide security andwill assist in the control of blowing litter. <br /> 15. Landscaping <br /> As shown on Figure 3-5: Preliminary Landscaping Plan, the planting of trees and <br /> shrubs is proposed to screen the transfer station from off-site viewers and to <br /> enhance the station's appearance. Plantings will be selected to require minimal <br /> maintenance. All landscaping will be irrigated initially until plants are <br /> established. Irrigation will be continued only as necessary to avoid damage to <br /> the plants. <br /> E. PROPOSED OPERATIONS <br /> 1. Disposal <br /> The general public will be directed to the Public Disposal Area. The vehicles are <br /> then backed to the edge of the Public Disposal area and the waste is unloaded <br /> into the Tipping/Sorting Floor four feet below. <br /> Commercial vehicles will be directed to the Commercial Disposal Area where <br /> they will unload into the Tipping/Sorting Floor eight feet below. <br /> 2. Resource Recovery <br /> The primary function of the Transfer Station is carried on inside the Transfer <br /> Building. After the public and commercial vehicles unload the waste into the <br /> Tipping/Sorting Floor, the recyclable materials are manually separated from the <br /> 3-9 <br />
