CHAPTER 4.0 <br /> LAND USE <br /> A. ENVIRONMENTAL SETTING <br /> ' 1. Area Land Use <br /> As noted in the project description, the existing Lovelace Transfer Station is centrally <br /> located in San Joaquin County on a 5-acre parcel on the north side of Lovelace Road, <br /> between Airport Way and Union Road, five miles south of the City of Stockton and 2 <br /> miles north of the City of Manteca. <br /> Land uses adjacent to the project site include: open cropland to the west; two chicken <br /> brooding operations, one to the northwest and the other to the southwest (across <br /> Lovelace Road); almond orchards to the south; and a residence and trucking operation <br /> ' to the east. The primary land uses within the Lovelace Road area (between Airport <br /> Way and Union Road) are open cropland, almond orchards, the Hayre Farm chicken <br /> brooding operations, and agricultural/residential type uses. The residential uses <br /> include smaller "homesite" parcels and farm labor dwellings. (Refer to Figure 4-1: <br /> Project Site and Adjacent Land Uses) <br /> The portion of the proposed project site north of the existing transfer station is the <br /> location of a former garbage dump (circa 1950's) and is now a weed covered field. The <br /> portion of the proposed project site west of the existing improvements is an open <br /> agricultural field (pumpkins) approximately 9 acres in area. The project area (existing <br /> ' plus proposed) totals 15 acres. <br /> Existing improvements at the transfer station consist of an office trailer, storagge <br /> buildings, a transferit area, paved parking and storage lots. The perimeter of tile <br /> existing 5±acre transfer station site is controlled by an 8 foot high chain link fence and <br /> fence mesh, minimal landscaping. (Refer to Figure 4-2 for existing and proposed <br /> transfer station uses.) <br /> Access from Lovelace Road is located at the southeast corner of the project site. There is <br /> also art existing dirt road on the west side of the existing transfer station that provides <br /> access to the chicken brooding operation on the north side of Lovelace Road. Lovelace <br /> Road is a two lane paved county road,24-feet wide. <br /> The Lovelace Road area is designated for Agriculture on the San Joaquin County <br /> General Plan Land Use Map, and is zoned General Agriculture (AG-40), with a <br /> minimum parcel size of 40 acres. However, non conforming smaller agriculture and <br /> residential homesite parcels exist within these AG-40 areas. <br /> 2. San Joaquin County General Plan <br /> As noted in the project description, the Lovelace Transfer Station and Lovelace Road <br /> area are designated for "General Agricultural" use on the San Joaquin County General <br /> Plan 2010 Land Use Map.
