Road/Airport Way intersection is controlled by a 3-phase traffic signal. Field <br /> observations revealed that: <br /> • all intersection sight lines in the study area are unobstructed; and <br /> • current pavement conditions are adequate or good. <br /> b. Lovelace Transfer Station Operations <br /> The Lovelace Transfer Station currently operates every day of the year except <br /> New Year's Day, Easter, Thanksgiving and Christmas. Hours of operation are <br /> restricted to 6:00 a.m. - 5:00 p.m. Lovelace Transfer Station traffic typically is <br /> higher during Spring and Summer than in the Fall and Winter (Figure 5-1 shows <br /> the monthly variation in site-generated traffic at the Lovelace Transfer Station). <br /> The average daily traffic (ADT)to/from the Lovelace Transfer Station is 5. <br /> Based upon 1992 records of site traffic, approximately 14% of all trips generated <br /> by the Lovelace Transfer Station are commercial, or "franchise" refuse trucks <br /> (garbage and roll-off bin trucks), 6% are County transfer trucks (truck and <br /> trailer), and 80% are general public self-haul traffic (autos/vans/pick-ups). (San <br /> Joaquin County Department of Public Works, May 1992) Figure 5-2 shows the <br /> proportion of traffic,by vehicle class and by hour of operation, at the current <br /> Lovelace Transfer Station. Site-generated traffic is highest (i.e. peak hour) <br /> between 10:00 and 11:00 a.m. <br /> C. Traffic Volumes <br /> Turn volume counts were gathered at major off-site intersections of the study <br /> area. The peak hour of existing area plus project-related traffic was found to be <br /> between 12:00 noon and 1:00 P.M. Figure 5-3 shows the existing ADT on study <br /> area roadway sections and mid-day peak hour turn volumes at major <br /> intersections. <br /> In general, existing study area ADT's range from 1,315 on the easterly half of <br /> Lovelace Road to 11,175 on French Camp Road between Airport Way and Union <br /> Road. Table 5-1 summarizes the existing ADT volumes on study area roadwayy <br /> sections and the critical volumes at major intersections measured during the mid- <br /> day peak hour period. Levels of Service were calculated for each of the study r <br /> area roadway sections and major intersections (see Table 5-1). With the excep,tion <br /> of French Camp Road between Airport Way and Union Road (LOS "D' ), all <br /> roadway sections and intersections in the study area are currently operating at <br /> LOS "C' or better. <br /> 2. TRANSFER STATION EXPANSION TRAFFIC <br /> The Project as proposed will accommodate an increase of approximately 76% in the <br /> waste stream (refuse) handled by the Lovelace Transfer Station by the year 2010. This <br /> worst-case analysis assumes that site-generated traffic at the Lovelace Transfer Station <br /> will grow at the same rate as the projected waste stream, and that minimal recycling <br /> activities will occur. <br /> 5-2 <br />
