Standards of Significance <br /> In San Joaquin County, a significant traffic impact (intersection or segment) occurs <br /> when: <br /> 1. the traffic generated by a project degrades daily Level of Service (LOS) <br /> from A, B, or C (without project) to D,E,or F (with project);or <br /> 2. the LOS (without project) is D, E, or F, and project generated traffic <br /> increases the daily Volume to Capacity Ratio (V/C ratio)by 0.02 or more. <br /> 1. TRAFFIC IMPACTS WITHOUT PROJECT <br /> Year 1995 and year 2010 projected daily traffic and mid-day peak hour turn volumes are <br /> shown in Figure 5-5 and Figure 5-6 respectively assuming no expansion of the Lovelace <br /> Transfer Station. Table 5-3 shows that, by 1995, background ADT on French Camp <br /> Road will grow to 11,570 between Airport Way and Union Road resultingg in an LOS "D" i <br /> (existing LOS is also "D"). By the year 2010 (see Table 5-4), ADT 2flrow to over <br /> 14,500 on French Camp Road (between Airport Way and Union Road, 10,450 on <br /> Airport Way (between French Camp Road and Roth Road), 3,470 on Union Road <br /> (between French Camp Road and Lovelace Road), and 1,730 on Lovelace Road west of <br /> the Lovelace Road Transfer Station. Significant avoidable impacts are expected on the <br /> following roadway segments assuming no expansion of the Lovelace Transfer Station: <br /> French Camp Road (through the study area); and <br /> Airport Way,from French Camp Road to Lovelace Road. <br /> ISSUE: French Camp Road-Airport Way Intersection <br /> B the year 2010, the French Camp Road-Airport Way unsignalized intersection will <br /> operate at an LOS "D" during the mid-day peak hour (refer to Table 5-4). This future <br /> LOS,which includes intersection turning movements, is considered to be "marginally <br /> unacceptable." <br /> Significance: Potentially significant. <br /> Mitigation: <br /> 5-1. San Joaquin County should monitor traffic operations at the <br /> French Camp Road-Airport Way intersection to determine <br /> the appropriate type and timing of traffic control measures <br /> that may include signalization. <br /> Significance After Mitigation: Not significant. <br /> ISSUE: Future Traffic on French Camp Road and Airport Way <br /> As indicated above, the critical road segments of French Camp Road (from west of <br /> Airport Way to east of Union Road) and Airport Way (between French Camp Road to <br /> Lovelace Road) will be at LOS D by 2010 (with or without the project).
