Sisnificant: Potentially significant.
Mitigation:
5-2. Widen shoulders, limit minor street/driveway access, and
provide left-turn lanes at major intersections; ®r
5-3. Widen critical roadway segments to four travel lanes.
Significance After Mitigation: Not Significant if either measure is
implemented.
2. TRAFFIC IMPACTS WITH PROJECT
Year 1995 and year 2010 projected daily traffic and mid-day peak hour turn volumes
with expansion of the Lovelace Road Transfer Station are shown in Figure 5-7 and
Figure 5-8, respectively. By comparison to future traffic volumes under the "Traffic
Impacts without Project" scenario discussed above, the Project generates only a minimal
increase in daily and mid-day peak hour traffic on off-site roadway segments and
intersections.
Table 5-3 shows that by 1995, Background Plus Project ADT on French Camp Road will
Elto 11,570 between Airport Way and Union Road resulting in an LOS "D." By year
2010 (Table 5-4), daily traffic will grow to 14, 540 on French Tamp Road (between
Airport Way and Union Road), 10,595 on Airport Way (between French Camp Road
anct Lovelace Road), and 1,970 on Lovelace Road west of the Lovelace Road Transfer
Station. Future service levels are unchanged as a result of the Project.
ISSUE: French Camp Road-Airport Way Intersection with Project
By the year 2010, the French Camp Road-Airport Way unsignalized intersection will
operate at an LOS "D" during the mid-day peak hour with this project, resulting in a
significant avoidable impact. This future service level is unchanged as a result of the
Project.
Significance: Potentially significant.
Mitigation:
Refer to Mitigation 5-2 and 5-3.
Significance After Mitigation: Not significant.
ISSUE: Future Traffic on French Camp Road and Airport Way With the Project.
Refer to similar Issue under No. 1,above.
3. TRAFFIC IMPACTS ON LOVELACE ROAD WITH PROJECT
ISSUE: Traffic Congestion at Entrance to Facility
Existing Lovelace Road is a rural road with two 12-foot wide lanes and minimal
shoulders. During peak hours (especially during late morning hours on weekends), the
5-15
