The data from the Stockton area monitoring sites are representative of the project site <br /> with the exception of that for carbon monoxide. Carbon monoxide is a localized <br /> ollutant, and problems with this pollutant are restricted to urbanized Stockton. <br /> concentrations near the project site are much lower than those measured at the <br /> Stockton monitoring sites. <br /> B. ENVIRONMENTAL IMPACTS <br /> ISSUE: Construction-related particulates <br /> Construction activities are a source of organic has emissions. Solvents in adhesives, <br /> non-waterbased paints, thinners, some insulating materials and caulking materials <br /> would evaporate into the atmosphere and would participate in the photochemical <br /> reaction that creates urban ozone. Asphalt used in paving is also a source of organic <br /> gases for a short time after its application. <br /> Construction dust could affect local air quality at various times during construction of <br /> the project. The dry,windy climate of tfie area during the summer months combined <br /> witfi the fine, silty soils of the region create a high potential for dust generation when <br /> and if underlying soils are exposed to the atmosphere. <br /> The effects of construction activities would be increased dustfall and locally elevated <br /> levels of PM-10 (Particulate Matter, 10 microns) downwind of construction activity. <br /> Construction dust has the potential for creating a nuisance at nearby properties. <br /> Significance: Potentially Significant. <br /> Mitigation: <br /> 10-1. Suspend dust-producing activities during periods of hi&h <br /> winds when dust control measures are unable to avoid <br /> visible dust plumes. <br /> 10-2. During the dry season (May-October) provide equipment <br /> and staffingg for watering all exposed or disturbed soil <br /> surfaces at_least twice daily, including weekends and <br /> holidays. An appropriate dust palliative or suppressant, <br /> added to water before application, should be utilized. <br /> 10-3. Require periodic clean-up of mud and dirt carried onto <br /> paved roads from the site <br /> Significance After Mitigation: Not Significant. <br /> UE: Project Effect on <br /> ISS ) Regional Air Quality <br /> The project is not expected to change emissions related to solid waste collection and <br /> disposal. While the Vehicle Miles Traveled and related emissions involved in the <br /> collection and disposal of solid waste will increase in future years as the population of <br /> the service area increases, the construction of the proposed project would not change <br /> 10-4 <br />
