CHAPTER
15.0
VISUAL QUALITY
A. ENVIRONMENTAL SETTING
1. Visual Aspects
The existing facility has few (if any) landscape improvements and may currently be
considered unattractive and aesthetically displeasing to the adjacent agricultural/
residential uses.
2. Nuisance Litter
A project related increase in vehicle and truck traffic to and from the transfer station
may contribute to an incremental increase of local litter problems along Lovelace Road,
Union Road and Airport Way.
B. ENVIRONMENTAL IMPACTS
ISSUE: Visual Effects of Project in the Project Vicinity
The proposed project includes an 8-foot high chain link fence and a
25±foot wide landscape strip around the entire transfer station expansion site. The
preliminary landscape plan as shown on Figure 3-5 includes perimeter plantings of
valley oaks and black oak in addition to a mixture of drought tolerant shrubs and
ground cover. The proposed landscaping is considered a positive visual and aesthetic
improvement over the existing conditions.
Significance: Potentially Significant.
Mitigation:
15-1 Adequate landscape area should be provided along the
project frontage on Lovelace Road.
Significance After Mitigation: Less than Significant.
ISSUE: Nuisance Litter
By conducting the solid waste transfer operation within the transfer building, flyaway
litter should not be a problem. Existing State
tehiVCodes ehicle
addition,ate lihe tter by
requiring
all hauled waste to be covered during transport.
management is also authorized to charge double disposal fees to any vehicle arriving
with uncovered waste. The proposed 8-foot hi h fence and landscaped perimeter also
serve to capture flyaway debris within the transer station compound itself.
Significance: Potentially Significant.
15-1
