CHAPTER <br /> 15.0 <br /> VISUAL QUALITY <br /> A. ENVIRONMENTAL SETTING <br /> 1. Visual Aspects <br /> The existing facility has few (if any) landscape improvements and may currently be <br /> considered unattractive and aesthetically displeasing to the adjacent agricultural/ <br /> residential uses. <br /> 2. Nuisance Litter <br /> A project related increase in vehicle and truck traffic to and from the transfer station <br /> may contribute to an incremental increase of local litter problems along Lovelace Road, <br /> Union Road and Airport Way. <br /> B. ENVIRONMENTAL IMPACTS <br /> ISSUE: Visual Effects of Project in the Project Vicinity <br /> The proposed project includes an 8-foot high chain link fence and a <br /> 25±foot wide landscape strip around the entire transfer station expansion site. The <br /> preliminary landscape plan as shown on Figure 3-5 includes perimeter plantings of <br /> valley oaks and black oak in addition to a mixture of drought tolerant shrubs and <br /> ground cover. The proposed landscaping is considered a positive visual and aesthetic <br /> improvement over the existing conditions. <br /> Significance: Potentially Significant. <br /> Mitigation: <br /> 15-1 Adequate landscape area should be provided along the <br /> project frontage on Lovelace Road. <br /> Significance After Mitigation: Less than Significant. <br /> ISSUE: Nuisance Litter <br /> By conducting the solid waste transfer operation within the transfer building,flyaway <br /> litter should not be a problem. Existing State <br /> tehiVCodes ehicle <br /> addition,ate lihe tter by <br /> requiring <br /> all hauled waste to be covered during transport. <br /> management is also authorized to charge double disposal fees to any vehicle arriving <br /> with uncovered waste. The proposed 8-foot hi h fence and landscaped perimeter also <br /> serve to capture flyaway debris within the trans�er station compound itself. <br /> Significance: Potentially Significant. <br /> 15-1 <br />
