CHAP'T'ER 17 <br /> ALTERNATIVES <br /> PROJECTPROPOSED <br /> 1 <br /> A. Introduction <br /> In order to fulfill the intent of the CEQA Guidelines,project alternatives should meet <br /> the basic objectives of the project and provide some opportunity for the reduction or <br /> avoidance of significant environmental effects. In addition, alternatives should not <br /> create other impacts which are as severe or more incompatible than the proposed <br /> project. The alternatives described below either meet these criteria or are indicated as <br /> being rejected on the basis of not meeting these criteria. <br /> For purposes of this alternatives analysis, the objectives of the project are to develop a <br /> centrally located solid waste transfer station with the capability of processing increasing <br /> volumes of solid waste and to accomplish recycling activities to assist the County in <br /> meeting its AB 939 waste reduction requirements. In terms of overall effects on the <br /> environment, the proposed expansion and renovation of the existing transfer facility is <br /> considered to be the "environmentally superior" alternative. <br /> B. Alternative No.1: No Project Alternative <br /> L This action would involve no actions by San Joaquin County. The existing transfer <br /> station would continue to operate as it presently does, and would likely increase its <br /> ability to process increased quantities of solid waste by extending operating hours <br /> and/or adding additional loading equipment and transfer trucks/trailers. The <br /> operation would continue to operate in the open,with the current problems of rainfall <br /> on solid waste, unpaved areas resulting in mud and dust, litter blown by wind, and <br /> limited areas for parking,maneuvering, and storage of recycled materia <br /> The facility itself is failing. Alternative No.2: Alternative Site Plan <br /> As part of the preliminary design work on the project, Bissel & Karn developed an <br /> alternative site plan. This alternative differs from the preferred siteplan(Figure 3-2) in <br /> that the Office and Maintenance Building is moved closer to Lovelace Road, and the <br /> Employee/Visitor Parking and Transfer Trailer Parking areas are located behind (north <br /> of) the Office and Maintenance Building.
