The Office and Maintenance Building and site landscaping will <br /> screen the vehicles and trailers to a greeter degree than the preferred site plan. <br /> Operationally, the alternative site plan will increase conflicts for on-site traffic <br /> circulation and will reduce the area designated for the Recycling Drop Off Area. This <br /> alternative layout may also make it more difficult to establish a septic system leach field <br /> area free from encroaching vehicle traffic. <br /> For environmental impact purposes, the alternative site plan is acceptable as an <br /> alternative project. <br /> D. Alternative No.3: South County Refuse <br /> The existing Corral Hollow Sanitary Landfill (which serves the South San Joaquin <br /> County Area) is scheduled to reach capacity and close in 1995. In case a replacement <br /> facility for Corral Hollow (either a transfer facility operated by the County or a transfer <br /> facility operated by the City of Tracy) is not operational by 1995, the County is <br /> considering a project alternative which would utilize the Lovelace facility to transfer <br /> South County solid waste on an interim basis (calendar year 1995). <br /> Implications of this interim program on the Lovelace facility relate to the ability of the <br /> Lovelace facility to handle the additional volume of waste, traffic, and air quality. <br /> 1. Lovelace acili Ca ability <br /> The Lovelace facility is presently processing approximately 130,000 tons of solid waste <br /> r year. Corral Hollow is processing approximately 60,000 tons per year. (San Joaquin <br /> County; May 1992) By using Lovelace for South County refuse, the volume at Lovelace <br /> will increase b 46% duringthis interim period. The Lovelace facility has an optimum <br /> capacity of 468,000 tons,which should not present any difficulties for processing South <br /> County refuse on an interim basis. <br /> 2. Traffic <br /> Under the South County Refuse Alternative, projected daily traffic and mid-day peak <br /> hour turn volumes have been calculated for 1995 and are shown in Figure 17-2. These <br /> figures reflect projected growth in Background traffic between 1993 and 1995, plus <br /> additional traffic generated by the Lovelace Transfer Station with the South County <br /> Alternative. <br /> By comparison of future traffic volumes under the expansion project as proposed, the <br /> South County Refuse Alternative generates an increase 'in daily and mid-day peak hour <br /> traffic on Lovelace Road west of the Lovelace Road Transfer Station, Airport Way <br /> between Lovelace Road and Roth Road, and on Roth Road west of Airport Way. Table <br /> 17-1 shows that, by 1995, Background Plus Project and Alternative ADT on French <br /> Camp Road will grow to 11,570 between Airport Way and Union Road resulting in an <br /> LOS 'D." Significant avoidable impacts are expected on French Camp Road,between <br /> Airport Way and Union Road.
