Natalia Subbotnikova [EH]
From: Hohlwein, Reinhard [RHoh[wein@ciwmb.ca.gov]
Sent: Wednesday, May 16, 2007 4:24 PM
To: Natalia Subbotnikova [EH]
Cc: Madison-Johnson, Mary
Subject: RE: Lovelace Transfer Station & North County Landfill
Natalia - I asked Mary, my supervisor for some advice on this and she had this to say...
--------------------------------
No solid waste facility can receive more tonnage or traffic without first going through a permit revision except
under two occasions; 1) an emergency such as fire, flood, etc. or 2) a declared emergency. There are conditions
for each and I don't see how this fits in either category.
Are the sites receiving their permitted traffic and tonnage? If so, I don't see how this can happen like described as
the facilities will be in violation of their terms and conditions.
----------------------
Unless the tonnage and traffic from both the TS and the LF combined stay under those limits in the SWFP for the
landfill as accepted through the gate at the landfill„
this would be a violation of the terms and conditions of the landfill permit. She doesn't see anyway around it. She
also does not feel that this would qualify as an emergency.
Please let us know what your strategy might be -thanks- Reinhard
From: Natalia Subbotnikova [EH] [mailto:nsubbotnikova@sjcehd.com]
Sent: Wednesday, May 16, 2007 10:48 AM
To: Hohlwein, Reinhard
Subject: Lovelace Transfer Station &North County Landfill
Reinhard,
San Joaquin County Public Works are planning to repair floor at the Lovelace Transfer Station and thinking to
shut down the facility for approximately 2 weeks. During this time they are planning to transfer all traffic to the
North County Landfill.
Permitted maximum tonnage for the North County Landfill is 825 tons per day.
Permitted maximum tonnage for the Lovelace Transfer Station is 1300 tons per day.
Permitted traffic volume for the Lovelace Transfer Station is 1280 vehicles per day.
After Public Works repairs the floor at the Lovelace Transfer Station it will shut down the North County Transfer
Station for the same reason but Landfill will be open.
5/18/2007
