I have a few questions for you.
The first question regards North County Landfill. San Joaquin County Public Works are planning to
repair tipping floor at the Transfer Station. During this time they are planning to transfer all public to the
second winter pad (facility is in the process of building second winter pad).EHD requested that a
winterization plan including location, site map, and time lines for construction of winter pad be
submitted. Based on JTD waste carried to the landfill by private individuals shall discharge at the
Transfer Station only. We would like to know your opinion on this issue. What might be the best
strategy in this case?
My second question regards Lovelace Transfer Station. During my last inspection at this facility I
observed that they were not following the Notice of Change to the TPR.
Just a quick reminder, on May 18, 2007 we approved the amendment to the TPR. The amendment
proposes to relocate the current electronics recycling area from the recycling materials staging area
south of the station, which is also used for appliance processing,to the staging area northeast of the
station to free-up space due to multiple diversion activities.
Instead operator transferred the staging area to the tipping floor at the transfer station which is violation
of PRC 44004-Significant Change. We realize that they will need to submit a letter with explanation of
why they decided not to implement the change they had proposed in the amendment so we can withdraw
8/8/2007
