Residential CRTs and electronics are sorted by refuse <br />collectors at the self haul area. CRTs are transferred via forklift to the CRT Collection area, and <br />electronics are binned and transferred to the CRT collection area by truck. The materials are then <br />dismantled onsite and sorted into the respective commodity for recycling. <br />The Recycler provides full time staffing at the LMRF&TS. This staff works at the facility 5 to 7 <br />days per week, and is responsible for the collection and dismantling of CRTs and electronic <br />devices. Materials are shipped to the LMRF&TS from the North County Recycling Center and <br />Sanitary Landfill, the Foothill Sanitary Landfill, and County collection events to be dismantled <br />onsite. Because volumes fluctuate, the Recycler adjusts staffing appropriately to ensure all <br />materials are processed in a timely manner. <br />CRTs and electronic devices are dismantled as they are received. The Recycler's staff dismantles <br />CRT devices to the bare CRT with yoke removal. LCD screens are dismantled to the bare panel. <br />Electronic materials are dismantled, and all circuit boards and capacitors are removed. All <br />resulting recyclable commodities are shipped to appropriate recycling facilities in cubic yard <br />boxes and/or roll -off bins, with a shipment frequency of one to four times per month. This includes: temporary structure for operations to cover from weather, <br />forklift to transfer material to collection area, platform scale to weigh materials, and pallet jacks <br />to lift and transfer material. <br />Safety Precautions <br />The contracted Recycler's personnel assist County supervisors and staff in the proper <br />identification and packing methods of CRTs and electronic devices. Only qualified trained <br />personnel are permitted to work in the CRT Collection Area. All personnel working in the CRT <br />Collection Area are required to wear highly visible safety vests, safety glasses, hard hats, gloves, <br />and proper footwear. All CRTs/e-waste received in the CRT Collection Area is screened for <br />unacceptable wastes (i.e., hazardous wastes) prior to being placed in containers. In addition, all <br />mobile equipment is equipped with an audible back up alarm and working lights. <br />APPLIANCE PROCESSING — The LMRF&TS proposes to locate the Appliance Collection/ <br />Staging/Processing Area to the south east corner of the transfer building (see attached diagram, <br />Figure 4).
