III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES
D. NOISE
TABLE IIID-6
AFFECT OF PROJECT OPERATIONS ON OVERAL DNL VALUES AT ADJACENT
RESIDENCES ON TEMPLE STREET
(ALL VALUES SHOWN IN TERMS OF DNL)
Noise Level in dBA
Existing+ Existing+
Project(w/ Project(w/
6-foot wall+ 10-foot wall+
Existing+ hourly limits on hourly limits on
Project green waste green waste
Receptor Location Existinga (no mitigation)b operations)c operations)c
Residences on Temple Street Weekdays 66 68 66 66
Weekends 61-64 65 61 61
a Range of DNL values measured over four-day period(see Table III.D-2).
b Calculations logarithmically add together existing measured noise levels plus the hourly Leq values shown in
Table III13-5 during operating hours.
c The effectiveness of a 6-foot wall and 10-foot wall are the same as calculated in Table IIID-5. Calculations also
assume that greenwaste processing activities would be limited to after 7:00 a.m. See Tables A-7 and A-8 in
Appendix A.
Mitigation Measures Proposed as Part of the Project
Mitigation Measure D.2a: Implement Mitigation Measure A.1a(limitations on Sunday
operations).
Mitigation Measures Identified in This Report
Mitigation Measure D.2b: Implement Mitigation Measure III.AIc(construction of a 6-
foot solid masonry wall along the western boundary of the site).
Mitigation Measure D.2c: Limit greenwaste processing activities to between the hours of
7:00 a.m. and 5:00 p.m. This would limit the project's most pervasive noise source to the
least noise-sensitive hours of the day.
Mitigation Measure D.2d: The tub grinder should be located such that itself and
associated equipment would be operated at a minimum of 75 feet from the site's eastern
and southern boundaries with adjacent industrial properties.
Mitigation Measure D.2e: The project applicant shall erect a noise barrier around the
eastern and southern boundaries of the green waste processing area. The barrier should be
designed such that the line of sight of the tub grinder and associated equipment is blocked
from view from industrial uses. The structure shall be constructed of materials that would
effectively reduce noise levels by a minimum of 10 dBA at off-site receptor locations.
Significance After Mitigation: As shown in Table A-9 of Appendix A, a combination of the
above measures would reduce the overall DNL on industrial properties to a level that is
Stockton Scavenger Transfer Station 61cpansion III.D.17 ESA 1990190
