Is directly associated with a scientifically recognized important prehistoric or historic <br /> event." <br /> To evaluate archaeological resource sites against such broad criteria requires consideration of the <br /> g g q <br /> overall integrity of the site,the regional cultural history (the types, ages, and distribution of other <br /> cultural resources in the region),and the nature of questions that researchers are attempting to <br /> address regarding the history or prehistory of the region. An archaeological site evaluation <br /> assesses the potential of each site to meet one or more of the criteria for"unique archaeological <br /> resource"based upon visual surface and subsurface evidence at each site location, information <br /> gathered during the literature and record searches,and the researcher's knowledge of and <br /> familiarity with the prehistoric or historic context associated with each site. <br /> IMPACT STATEMENTS AND MITIGATION MEASURES <br /> Impact E.1: Implementation of the project may affect unknown, otentiall significant <br /> P Y g <br /> archaeological resources. (Less than Significant with Mitigation) <br /> Although a thorough record and literature search and field survey of the project site conducted <br /> by a qualified archaeologist showed no archaeological,historic, or prehistoric sites near the <br /> project site,there remains a possibility that previously unknown significant deposits may be <br /> encountered while excavating the below-grade roadway at the transfer truck loadout area. <br /> Mitigation Measures Identified in this Report <br /> Mitigation Measure E.1a: If cultural resources are encountered at any time during <br /> project excavation, construction personnel will avoid altering these materials and their <br /> context until a qualified archaeologist has evaluated the situation. Project personnel will <br /> not collect or retain cultural resources. Prehistoric resources include, but are not limited <br /> to, chert or obsidian flakes, projectile points, mortars,and pestles; and dark,friable soil <br /> containing shell and bone,dietary debris, heat-affected rock, or human burials. Historic <br /> resources include stone or adobe foundations or walls; structures and remains with square <br /> nails; and refuse deposits (glass,metal,wood,ceramics),often found in old wells and <br /> privies. <br /> Mitigation Measure E.1b: In event of accidental discovery or recognition of any human <br /> remains,the county coroner shall be notified immediately. If the coroner determines the <br /> remains are Native American,the coroner shall contact the Native American Heritage <br /> Commission within 24 hours.Following assignment of a Native American Most Likely <br /> Descendant (MLD)by the Heritage Commission,the recommendations of the MLD must <br /> be followed, if the project applicant (the landowner) is in concurrence with such <br /> recommendations.
