III. ENVIRONMENTAL SETTING IMPACTS AND MITIGATION MEASURES <br /> F. HYDROLOGY AND WATER QUALITY <br /> ® people <br /> Expose or structures t i <br /> p p p o a significant risk of loss, injury or death involving flooding. <br /> IMPACT STATEMENTS AND MITIGATION MEASURES <br /> Impact F.1: The proposed project would create additional nonpoint source pollution that <br /> may enter stormwater runoff and be discharged from the site during construction <br /> activities. (Significant) <br /> The project construction activities would expose bare soil and potentially generate other water <br /> quality pollutants that could be exposed to precipitation and subsequent entrainment in surface <br /> runoff. Construction activities involving soil disturbance, excavation,cutting/filling, stockpiling, <br /> and grading activities could result in increased erosion and sedimentation to surface waters. <br /> Construction materials such as asphalt, concrete, and equipment fluids could be exposed to <br /> precipitation and subsequent runoff. If precautions are not taken to contain contaminants, <br /> construction could produce contaminated stormwater runoff(nonpoint source pollution),a major <br /> contributor to the degradation of water quality. <br /> Mitigation Measures Proposed as Part of the Project <br /> None. <br /> Mitigation Measures Identified in This Report <br /> Mitigation Measure F.1: Since the project construction would cover an area greater than <br /> five acres,a Storm Water Pollution Prevention Plan would be developed as required by the <br /> Regional Board under the NPDES General Permit for Discharges of Storm Water <br /> Associated with Construction Activity. Prior to the start of construction, a SWPPP shall be <br /> prepared to address water quality impacts associated with construction of project facilities <br /> and roadways. The project sponsor shall incorporate into contract specifications the <br /> requirement that the contractor complies with and implements the provisions of the <br /> SWPPP. The objectives of the SWPPP are to identify pollutant sources that could affect <br /> the quality of stormwater discharge, to implement control practices to reduce pollutants in <br /> stormwater discharges, and to protect receiving water quality. <br /> Significance after Mitigation: Less than Significant. <br /> Impact F.2: The proposed project would create additional nonpoint source pollution that <br /> may enter stormwater runoff and be discharged from the site during operation of the <br /> proposed facilities. (Significant) <br /> The increased level of activity and increased quantities of waste handled at the site under the <br /> proposed project would increase available pollutants that may enter surface runoff during storm <br /> events. Areas uncovered as part of the site operation would see greater use and would likely <br /> collect increased pollutants. Increased dust, litter, vehicle pollutants, residual waste, and the <br /> proposed green waste recycling area would provide increased sources of nonpoint source <br /> pollution that would be available to surface runoff. <br /> Stockton Scavenger Transfer Station Erpansion III.F.6 ESA 1990190 <br />
