III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> G. PUBLIC HEALTH AND SAFETY <br /> Mitigation Measures Proposed as Part of the Project <br /> Mitigation Measure G.la: The Stockton Scavengers Transfer Station staff shall continue <br /> to implement a program to detect and remove concealed hazardous waste from incoming <br /> waste streams. The program shall include training personnel to identify and handle HHW <br /> and to contact appropriate agencies in the event of spills. Due to the proposed increase in <br /> daily tonnages, the existing program would be modified to include a specified on-site <br /> storage area where incompatible waste would be secured until it could either be returned to <br /> the generator or disposed at an appropriate facility. Since the project would have a more <br /> diverse waste stream, in addition to larger daily volumes,there would be a higher <br /> likelihood that some generators could not be identified. Therefore the loadcheck program <br /> would also be modified to include procedures by which Stockton Scavengers would ensure <br /> appropriate disposal of materials in the event that the generator could not be identified. <br /> The program would be approved by the enforcement agency. <br /> Mitigation Measures Identified in This Report <br /> Mitigation Measure G.lb: Due to the increased tonnages processed and transferred at the <br /> site, the loadchecking program shall be conducted daily, at a minimum, rather than bi- <br /> weekly. <br /> Significance After Mitigation: Less than Significant. <br /> Impact G.2: Hazardous materials such as fuels to be stored and used at the expanded <br /> Transfer Station could pose threats to health and safety. (Less Than Significant) <br /> Diesel is currently kept on site in a fuel truck,and other hazardous materials are also stored at <br /> various locations,as described above. The project does not propose any changes to quantities of <br /> hazardous materials or general practices and procedures for handling and storing these materials. <br /> Although the maintenance and equipment storage buildings located south of the proposed <br /> inbound scale would be removed,the existing buildings north of the proposed scale, where <br /> pressurized gases and other hazardous materials are kept, would remain and would not be <br /> affected by the project. Therefore, storage and use of hazardous materials as a result of the <br /> project would,,not pose a threat to public health and safety. <br /> Mitigation Measures Proposed as Part of the Project <br /> None. <br /> Mitigation Measures Identified in This Report <br /> None required. <br /> Stockton Scavenger Transfer Station Expansion III.G.5 ESA 1990190 <br />
