V. IMPACT OVERVIEW <br /> the CIWMB,permitting it to process up to 300 TPD. However, it does not have a Conditional <br /> Use Permit from the City of Stockton, and is operating as an existing,grandfathered industrial use <br /> (Ruiz, 1999). Expansion much beyond existing or former levels of operation would require the <br /> facility to obtain a CUP from the City (Ruiz, 1999). <br /> The environmental conditions of the site would remain similar to existing conditions. Although <br /> activity could increase above its current level (that is,to the level at which it was operating in <br /> 1989, 12 TPD), the impacts in the project vicinity identified in Chapter III, including increased <br /> truck traffic,air emissions, and noise, would not occur. This alternative would avoid on-site <br /> diesel emissions, the only unavoidable impact of the proposed project. There would,however, <br /> continue to be an industrial container storage yard adjacent to a residential neighborhood,as <br /> would be the case under the project. Under the No-Project alternative, little or no recycling or <br /> materials recovery activity would take place. Because less material would be recovered for <br /> recycling than under the proposed project,local landfill capacity would be depleted at a faster rate <br /> than under the proposed project,and the indirect benefits of recycling—decreased consumption <br /> of energy and natural resources—would not be realized. <br /> The No-Project Alternative would fail to meet any of the basic objectives of the project sponsor <br /> (described in the Project Description). <br /> Alternative use of the site. Although the No-Project Alternative assumes continuation of the <br /> existing operation at approximately the same level of use,it is noted that utilization of a 9.4-acre <br /> site for a 1.5 to 12 TPD transfer station and container storage yard may at some future point be <br /> considered under-utilization of the site. In that case, Stockton Scavengers may seek to develop an <br /> alternative transfer station project at the site,or determine to develop an expanded transfer station <br /> in another location within or outside the City. Considering the site's existing development as an <br /> industrial site, its general plan and zoning designations,and its proximity to mostly industrial <br /> neighbors (with the notable exception of the Trinity Community Church and the residential <br /> neighborhood to the south), it is probable that any future use considered for the site would be <br /> industrial in nature. Since the zoning designations would not have been changed under the No- <br /> Project alternative,however,future development would require consistency with the M1 zoning <br /> east of Pershing Avenue and the CM zoning west of Pershing(or would also require a zoning <br /> change). Beyond these general considerations,discussion of the potential future use of the site <br /> would be speculative. However, it is noted that failure to proceed with the project would not <br /> necessarily result in preservation of existing environmental conditions. <br /> B. REDUCED-SCALE PROJECT ALTERNATIVE <br /> Under the Reduced-Scale project alternative,transfer station operations would increase to 575 <br /> TPD,including 500 TPD of solid waste and 75 TPD of green waste,or half the quantity of the <br /> proposed project. The reduced scale alternative would include construction of the materials <br /> recovery sort line and transfer station building, and the green waste pad.
