V. IMPACT OVERVIEW <br /> were not considered feasible for developing the project. (2)Rough& Ready Island,at the <br /> confluence of the San Joaquin River and the Stockton Deep Water Channel, was also considered <br /> as a possible alternative site. The U.S. Navy, which formerly operated a Naval Communications <br /> Station on the island, is in the process of transferring most of this land to the Port of Stockton. <br /> The Immigration and Naturalization Service also has acquired some of the island property for a <br /> future facility,but considerable additional property would potentially be available for lease <br /> through the Port of Stockton (Ruiz, 2000). Although leasing by the Port to private entities is not <br /> allowed under the island's current zoning and General Plan designations,the City is currently <br /> processing a General Plan Amendment and zoning revision that would allow the Port to lease to <br /> private companies. However, with only a single bridge providing access to the island, it was <br /> determined that potential traffic constraints would be too significant to further consider a site at <br /> this location. <br /> A potential alternative project site was identified at 915 and 1005 Anderson Street, near the <br /> existing Stockton Scavengers Transfer Station. This approximately 8-acre site is located on the <br /> north side of Anderson between Argonaut Street and Stockton Street and is zoned M2(heavy <br /> industrial). The site is surrounded by M2 land on the north side of Anderson and M1 (light <br /> industrial) lands south of Anderson. For purposes of this analysis it is assumed the only <br /> difference between the Off-Site Alternative and the project is its location; the same degree and <br /> mix of activities would take place. <br /> Land Use. The principal advantage of this alternative compared to the project site would be the <br /> reduced potential for adverse land use impacts. No residences are adjacent to this site, and the <br /> nearest residential neighborhood,to the north and north west, is located approximately one-third <br /> of a mile distant,a greater distance than the nearest residential neighborhood to the project site. <br /> This site already has the appropriate zoning to develop the project and all of the adjacent uses are <br /> either zoned for light or heavy industry. <br /> Air Quality: Emissions associated with project construction and operation would be similar to <br /> that of the project. However, under the Off-Site Alternative, sensitive receptors would be located <br /> at distances slightly further from site boundaries than under project conditions. As a result,local <br /> nuisance type impacts(i.e.,fugitive dust emissions associated with project construction and <br /> potential odor impacts) would be incrementally lower. Regional emissions(i.e.,ozone precursor <br /> emissions) would be similar to that of the project. The shift in traffic on the surrounding roadway <br /> network could increase or decrease traffic volumes at project intersections that could affect <br /> intersection CO concentrations. However, the contribution to traffic at local intersections under <br /> this alternative would not be substantial and, therefore,the shift in traffic would not be expected <br /> to adversely affect intersection CO concentrations. The same mitigation measures identified for <br /> the project would apply to this alternative. Absent more detailed analysis, it is assumed that the <br /> net increase in diesel particulate emissions associated with the Off-Site Alternative would remain <br /> significant and unavoidable. <br /> Traffic: The net increase in peak-hour vehicle trips generated by the Off-Site Alternative would <br /> be the same as for the project. This alternative's location would be similar to the project site in <br /> terms of access to the surrounding roadway network.
