Noise measurements were made by Environmental Science Associates of greewaste processing activities at Acme Fill Landfill in Martinez,California,on October 7, 1999.
Operating equipment included a bucket loader and tub grinder.
2. Representative noise measurement data was taken from the South San Francisco Scavenger Company Materials Recovery Facility and Transfer Station Draft EIR,published
October 28, 1998(see p. III.G-7). The noise measurement at was taken 50 feet from the exit door of the transfer station and was measured during a peak activity period.
3. The hourly Leq for truck activity at the transfer station was based on a measured SEL value recorded by ESA of a heavy duty truck passby at the Visalia Home Depot on July 7, 1999.
At this location,an SEL value of 86.7 dBA was measured for a truck passby event that lasted 35 seconds. This data is similar to noise measurement data taken from the Sanitary Fill
Company Recycling and Solid Waste Systems Plan Draft EIR,published February 24, 1995(see pp.A.101 and A.104),where no SEL values were recorded. The formula
for determining the hourly Leq from truck activity at the expanded transfer station is: Leq(h)-SEL ref+Cn-35.6,where Cn= 10 LOG (Number of truck trips/20).
Based on the number of net new truck trips that would occur over a day(214 trips),an average of 16 trips would occur during each operating hour. To determine the worst case
hourly Leq,the number of truck trips that would occur during the a.m.peak hour(63 trips)was used to estimate the hourly Leq. This method of calculating the hourly Leq was derived
from the Federal Transit Administration's Transit Noise and Vibration Impact Assessment published in April 1995.
