t <br /> A vehicle count was performed at the Austin Road site by Stockton <br /> Scavenger Association in 1979 to arrive at the current generation <br /> data. Yardage was monitored and reported as loose or compacted. <br /> Appropriate bulk densities were applied to arrive at net tonnage <br /> figures . <br /> Waste Type and Composition <br /> Typical waste composition expected at the proposed transfer station <br /> is presented in Table 2-1. No problems are anticipated in handling, <br /> these wastes at the proposed transfer station as long as proper <br /> supervision by station operators is exercised over incoming wastes. <br /> White goods or other appliances will be segregated and sold in the <br /> recycling center. Material that cannot be sold "as is" will be <br /> stored in 40 cubic yard drop boxes and sold for scrap. <br /> Seasonal Variations <br /> The Draft San Joaquin County Solid Waste Management Plan (Reference <br /> 1) does not indicate any seasonal variations in the generation of <br /> I solid waste. For this report, these variations are assumed for the <br /> purpose of establishing design criteria to be 10 percent. There- <br /> fore, the design capacity of the proposed transfer station will take <br /> this additional loading into consideration in the sizing of equip- <br /> ment and storage capacities. <br /> Haul Distances <br /> Distance to landfill (Austin Road) from the proposed transfer station <br /> is 10 . 9 miles. At an average speed of 32 mph, the time required to <br /> traverse this distance is estimated at 20 .4 minutes. <br /> Type of Transfer Operation <br /> Two basic types of transfer operations are discussed and evaluated <br /> in this report. They are: Direct Dump, using live bottom, top-loaded <br /> trailers, and Hydraulic Compaction, using stationary compactors and <br /> rear-loaded trailers. <br /> State Minimum Standards and Local Solid Waste Ordinances <br /> jAs the proposed transfer station will receive more than 100 cubic <br /> yards of waste per operating day, Sections 17400 through 174.13 and <br /> Sections 17440 through 17564 of the State Minimum Standards for Solid <br /> Waste Handling and Disposal will govern. In addition, all city and <br /> county ordinances shall be adhered to. <br /> Resource Recovery Facility <br /> A resource recovery facility will be investigated and detailed in <br /> Chapter 5. This facility will be integrated with the proposed trans- <br /> fer station and compliment the recycling center with an energy <br /> recovery system. Included in the investigation will be the technical <br /> feasibility, cost effectiveness, environmental impacts and net energy <br /> productiveness of the proposed facility. <br /> - 3 - <br />
