Justification of Public Need and Necessity. <br /> (1 ) This Resource Recovery Center and transfer station will <br /> be located near the center of generation of over 90% of <br /> the City of Stockton' s solid wastes and in close proximity <br /> to local markets for reclaimable salvage. This will satisfy <br /> a need that is not presently available. <br /> (2) This facility will provide a depository for the 118,000 <br /> citizens to bring their trash and recylables. This will <br /> not only result in a reduction of travel time and mileage <br /> but also a reduction of highway litter resulting from <br /> such activities. <br /> (3) Stockton Scavenger Association, Inc. , (the largest collector <br /> and hauler in San Joaquin County) by hauling almost all of <br /> its residential , commercial and industrial solid wastes to <br /> the Center, will save $44,700 in the first year (1977). If <br /> this savings is projected forward at a 15% nominal growth <br /> and inflation factor through 1990 (13 years) the accumulated <br /> savings is $6,156,500. This cost savings to the franchised <br /> collector is also a savings to the community. <br /> (4) A reduction of 18,000 gallons per year in fuel consumption <br /> is estimated for Stockton Scavenger Association through the <br /> use of the Resource Recovery Center and transfer station. <br /> Assuming that 150 private vehicles will use this facility <br /> for the disposal of house-hold rubbish for 50 weeks of the <br /> year at a fuel savings of 1 1/2 gallon per trip (l50x5Oxl .5) , <br /> the community will conserve in excess of an additional 11 ,000 <br /> gallons of non renewable fossil fuel in the first year. <br /> (5) In addition to substantially reducing haul costs, the use of <br /> the Center will result in increased productivity of the <br /> collection crews. Because the crews would reduce their haul <br /> times (i.e. , non-productive time) , they would collect about <br /> 10 percent more refuse during working hours. <br /> (6) The City of Stockton estimates that their Austin Road landfill <br /> has 8 years life. Based on recent resource recovery pilot <br /> programs, we estimate that, by processing the City's wastes, <br /> we can reduce the amount of refuse hauled to the City' s site <br /> by 26 percent annually, thus extending the life of the landfill <br /> substantially. <br /> (7) One of the policy guidelines of the State Solid Waste Management <br /> Board is a 25 percent level of resource recovery. Our facility <br /> is expected to achieve 26 percent. <br /> -2- <br />
