To be authorized to discharge under the General Permit,the Facility must submit an NOI in <br /> accordance with the requirements of the General Permit. <br /> A review of our policies revealed that the Board has adopted Resolution No. 96-031, Conditional Waiver <br /> of Waste Discharge Requirements for Composting Operations. Our inspection found the Facility to be in <br /> compliance with Resolution No. 96-031. Therefore, the Facility will not be required to obtain WDRs. <br /> SUMMARY: <br /> 1. The Facility is in violation of the General Permit for not submitting an NOI to be authorized to <br /> discharge under this General Permit. <br /> 2. The Facility needs to characterize the washwater from the truck washing facility to determine if <br /> significant pollutants are being discharged into the storm water pond. <br /> 3. Due to waivers of WDRs for green wastes, the Facility does not need to obtain WDRs. <br /> Philip Isorena, Associate Engineer <br /> Approved: G, <br />
