Hazelton Ave. <br />Stockton, CA 95350 <br />RE: Tracy Materials Recovery and Transfer Facility <br />San Joaquin County Environmental Health Division has reviewed the Draft Environmental Impact <br />Report for Tracy Materials Recovery and Transfer Facility dated October, 1993. Our Division has the <br />following comments: <br />1. Will special wastes such a sludge, ash, tires, freon based appliances, etc... be accepted? If so, <br />how will these wastes be handled? <br />2. Is the wood grinder to be stored permanently at station? <br />3. The Household Hazardous Waste (HHW) section has contradictory statements. will not <br />be accepted unless there is a County sponsored HHW event". However, the next sentence states <br />that used oil, used batteries, antifreeze and latex paints, will be accepted on a routine, ongoing <br />basis. The above mentioned waste stream is considered household hazardous waste. Please: <br />clarify. <br />4. A "Report of Composting Site Information" must be submitted along with the "Report of Station <br />Information" in order to process the solid waste facility permit. <br />S. A hazardous waste storage locker is strongly recommended for the transfer station and shutild <br />be incorporated into your "Hazardous Waste Screening Program" plan. <br />6. The new septic system leach field area shall be large enough to accommodate a 100 <br />replacement area and shall be barricaded to prevent vehicles from driving or parking on it. Thc; <br />designated sewage disposal area shall not be paved. <br />7.
