Item No. 2 <br />PC: 12-16-93 <br />ER-93-1/UP-93-4 <br />Page 4 <br />to actual Final EIR publication. <br />DETERMINATION OF ADEQUACY OF THE FINAL EIR: <br />The only determination to be made by the Commission in order to certify the EIR is whether or not it is <br />adequate as described in Section 15151 of the CEQA Guidelines. This section states in part that "an EIR <br />should be prepared with a sufficient degree of analysis to provide decision makers with information which <br />enables them to make a decision which intelligently takes account of environmental consequences. An <br />evaluation of the environmental effects of a proposed project need not be exhaustive, but the sufficiency <br />of an EIR is to be reviewed in the light of what is reasonably feasible." It is staff's determination that the <br />EIR meets the intent of this section. The document thoroughly discusses all issues presented in the <br />Notice of Preparation, contains all sections required by law, and adheres to all review periods and time <br />requirements. All issues raised during the review of the draft document are thoroughly discussed in the <br />Final EIR. <br />
