v <br />Noise: <br />Noise generated by the facility may have potentially significant impacts to residents in the area <br />and to employees of the facility. Noise concerns include operational noise from the transfer <br />station and its effect on nearby residential uses, employees, and customers; and vehicle noise, <br />particularly from trucks hauling materials to and from the facility. The EIR will need to look at <br />noise impacts both on and off the site, including traffic related noise along travel routes. Noise <br />contours should also be developed to predict project noise levels. <br />Public Health and Safety: <br />There are several public health and safety hazards that are associated with this type of use. <br />These hazards include the following: the presence of household hazardous waste, which can <br />present a problem for employees and possibly contaminate the site; the health effects on <br />employees of exposure to dust, noise, and repetitive motions; the potential for employees to come <br />into contact with contaminated medical wastes; the possibility of vectors being attracted to refuse; <br />workplace accidents associated with heavy equipment and sorting equipment; and the health and <br />safety hazards on neighboring streets in the event of a traffic accident and the subsequent <br />accidential dumping of refuse. <br />K. Geology and Seismicity: <br />The Midway Fault, believed to be inactive and located approximately seven miles from the site, <br />is potentially capable of producing intense ground accelerations at the site. A maximum probable <br />earthquake (the maximum earthquake probable of occurring every 100 years) on this fault is <br />Magnitude 6.5 (Richter). Although the geotechnical hazard at the project site is limited, there is <br />a potentially significant impact given that the facility will be located in a gravel pit, where <br />landslides and slope failure could occur during an earthquake. <br />L. Cultural Resources: <br />Given the disturbed nature of the project site, it is doubtful whether any cultural resources remain. <br />There may, however, be cultural resources located around the perimeter of the pit. <br />M. Cumulative Impacts: <br />Potentially significant cumulative impacts relative to traffic, noise, loss of habitat for Swainson's <br />hawk, the availability of public services, and water quality may result from development of this site <br />as proposed. <br />REVIEW AND COMMENT PERIOD: <br />Written comments must be returned within the 30 -day review period noted below: <br />Review Begins: April 28, 1993 <br />Review Ends: May 28, 1993 <br />Notice of Preparation - 4 - ER -93-1 <br />
