Background traffic forecasts for this study also require the estimation of vehicle mix by number <br /> of axles. County plans for the project area indicate land uses similar to existing conditions. Thus, <br /> vehicle mix percentages by number of axles for 2010 assumed no change from existing levels. <br /> Trip Distribution <br /> Table C-1 indicates that implementation of the proposed project would generate automobile and <br /> truck traffic. Automobile traffic would include employee and visitor trips. Truck traffic would <br /> include a variety of waste vehicles such as collection trucks,self-haul trucks,waste transfer trucks <br /> and recyclable material trucks. Employee and visitor trips are likely to originate from homes in <br /> the Tracy area. Waste collection trips would also originate from the Tracy area. After separating <br /> the waste from recyclable and compost material, transfer trucks would deliver waste to landfill <br /> sites in the northeastern part of the County at either the North County Recycling Center and <br /> Sanitary landfill or the Foothill Sanitary Landfill. The waste transfer trucks would follow the same <br /> route from the transfer facility to State Route 99 before taking the appropriate exits and local <br /> roads to the landfills. Trucks carrying recyclable/compost material would travel to destinations <br /> outside the county to the north and south. Figure -1 displays the travel paths and distribution <br /> percentages provided for project-generated traffic. <br /> Traffic Assignment <br /> Traffic assignment involves adding the project-generated trips to background traffic to determine <br /> the volumes accessing each street and the selected intersections. Project traffic is assigned <br /> according to the distribution percentages from Figure C-1. <br />
