A description of sampling collection techniques and equipment, sample preservation and <br /> shipment, analytical procedures and chain of custody control is included in the Sample and <br /> Analysis Plan in Appendix D of this report. <br /> 2. MONITORING OF COMPOST END PRODUCT <br /> The compost material end product will be monitored to ensure that all products meet the <br /> performance standards of Title 14, Chapter 3.1, Article 4. One composite sample of finished <br /> compost will be collected and analyzed for every 5,000 cubic yards (approximately 2,000 tons) <br /> of compost produced. Samples will bean for metal concentrations and for pathogen <br /> reduction criteria. Metal analysis shall be per 40 CFR part 503.13(b)(3) for the following <br /> metals: <br /> Constituent Maximum Concentration Allowed <br /> (mg/kg) on dry weight basis <br /> Arsenic (As) 41 <br /> Cadmium (Cd) 39 <br /> Chromium (Cr) 1200 <br /> Copper (Cu) 1500 <br /> Lead (Pb) 300 <br /> Mercury (Hg) 17 <br /> Molybdenum (Mo) 18 <br /> Nickel (Ni) 420 <br /> Selenium (Se) 36 <br /> Zinc (Zn) 2800 <br /> To meet the pathogen reduction criteria, finished compost shall also be analyzed for fecal <br /> coliform which shall be less than 1,000 Most Probable Number per gram of total solids (dry <br /> weight basis), or Salmonella sp. bacteria which shall be less than three Most Probable Number <br /> per four grams of total solids (dry weight basis). <br /> 3. WINDROW MONITORING <br /> Compost windrows will be closely monitored and aerated to maintain aerobic conditions for <br /> optimum decomposition rates.
