TRACY MATERIALS RECOVERY &TRANSFER FACILITY
RFI AMENDMENT NO. 3
INTRODUCTION
This is the third Report of Facility Information (RFI) amendment prepared for the
Tracy Material Recovery and Transfer Station. The previous RFI Amendments
were for the following activity:
RFI Amendment No 1 September 1996
® Processing of cannery wastes
RFI Amendment No. 2 November 2004
• Storage of glass in outdoor bunkers
This RFI Amendment will encompass the operational modifications resulting from
changes in laws and regulations, and includes the following activity:
RFI Amendment No 3 August 2006
Storage and processing of inert materials
Storage and processing of construction and demolition materials
Storage and processing of appliances
Storage of universal wastes
Storage of electronic wastes
Modifications of the yard waste composting area
Modifications of the wood waste processing area
Building Addition for storage and baling of source-separated fibers
® Review of drainage facilities
Tracy Material Recovery and Transfer Station (TMR/TS) in conjunction with the
City of Tracy have adopted an Enhanced 2005 Diversion Plan to "Recycle More
Than Before". Plans are being devised to expand all types of recycling activity at
the TMR/TS that will be a "significant change" to the design and operations of the
facility which will cause a Solid Waste Facility Permit Revision (SWFP) to occur
in 2007.
The next Five-Year Permit Review is March 7, 2007. It is anticipated that Tracy
Material Recovery and Transfer Station will be involved a CEQA process during
March 2007 and that the Five-Year Permit Review will need to be in March 2007,
or wrapped into the SWFP Revision, as directed by the LEA .
It is also anticipated that additional modifications to current operation could be
proposed during 2006 or 2007, based upon the implementation items that are
approved as part of the Enhanced 2005 Diversion Plan causing a RFI
Amendment No. 4 to be submitted 30 days prior to operations.
EDGAR&ASSOCIATES, INC. 1 NOVEMBER 6, 2006
