Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> directly onto the main access road, proceeding across the outbound scale(s) and <br /> exiting onto South Macarthur Drive through the main gate. <br /> Trucks carrying solid waste will be weighed and tipped onto the floor of the <br /> Transfer Station by commercial vehicles and self-haul vehicles. There will be <br /> signage and a spotter within the Transfer Station to direct traffic safely. Limited <br /> manual floor sorting will occur pulling out bulky wood and loads of cardboard. <br /> Wheel loaders operating in the building push the municipal solid waste into waiting <br /> transfer trailer in the loading bay below on the west side of the building. <br /> Trucks carrying green material, construction and demolition wastes, and inert <br /> debris are weighed at the truck scale(s) shown on the site plan. The green <br /> material is directed to the Compost Facility Tipping Pad to dump the load, and the <br /> C&D wastes and inert debris are directed to the C&D Operations Area and Inert <br /> Operations Area, respectively, to dump their wastes. <br /> Sorting and Transfer Operations <br /> Sorting takes place within the MRF/TS building. Upon arrival at the facility, the <br /> general public is directed to the public tipping area, and commercial vehicles are <br /> directed to the commercial tipping area. Refuse is dumped directly onto the tipping <br /> floor for processing and pushed using front loaders to the loadout pit and into transfer <br /> trailers below. <br /> In addition to materials separated from the mixed waste stream, recyclable <br /> materials will be delivered by the public, picked up at recycling centers, and picked <br /> up a curbside or other locations within the service area. Individuals arriving at the <br /> site are able to drop off material at the buy-back center within the MRF/TS <br /> building. <br /> Recyclables are processed on a mechanical sort-line utilizing manual sorting and <br /> mechanical means to separate plastics, paper and cardboard, metals, glass and <br /> other recoverable materials from the waste stream. Separated recyclables are then <br /> baled or containerized for shipment to their various markets, with residues <br /> consolidated with other refuse for transfer to landfills for disposal. <br /> Material Recovery Facility: <br /> Recycling occurs within the fully enclosed Material Recovery Facility. Material <br /> brought to the site will consist of residential source-separated recyclables with <br /> contamination that may or may not have less than 10% contamination with <br /> residuals or other physical contamination that cannot be recycled. No household <br /> hazardous waste or other hazardous waste will be knowingly accepted at the site. <br /> The project is projected to be capable of recovering at least 80% of all source- <br /> separated residential material that is processed at the facility. The material will be <br /> sorted and separated by type. Some material will be condensed or baled. Other <br /> 11 <br />
