PA-0800005 OF TRACY MATERIAL RECOVERY INC. for the expansion of an existing solid waste processing and recycling facility from 39.2 acres to 51.7 acres in two phases over twenty years with a maximum of 1,727 vehicles per day at final build out. Phase 1 to increase the daily waste capacity from 1,000 tons per day(TPD)to 1,800 TPD within ten years. Phase 1 site improvements will include the addition of 19,200 square feet to the existing 57,200 square foot material recovery facility and transfer station building; the addition of 10,500 square feet to the existing maintenance and administration building; construction of a one mega-watt wood waste bio-mass gasification unit; construction of a 5,000 square foot covered storage area and loading dock; Phase 2 to increase the daily waste capacity from 1,800 TPD to 2,500 TPD within twenty years. The project will employ 160 persons and operate 24 hours a day, 7 days a week.All outdoor processing activities will not begin before 6:00 am and will not operate after 10:00 p . On site activities will include vehicle maintenance, equipment storage and truck parking, processing of construction and demolition debris, processing wood waste grindings, appliance recycling and associated waste handling activities. The project is located on the west side of South MacArthur Drive, 1.1 miles south of Linne Road, Tracy (Supervisorial District 5). LEAD AGENCY: San Joaquin County Community Development Department. Findings were adopted pursuant to the provisions of CEQA. 4. A Statement of Overriding Considerations was not adopted for this project. 5.
