h) LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> i) All areas not used for buildings, parking,driveways,walkways,approved outdoor storage <br /> areas,or other permanent facilities shall be landscaped. (Development Title Section 9-1020.8)) <br /> ii) Areas of the property which are not part of the project shall be barricaded from traffic and <br /> kept mowed and dust free. <br /> iii) Placement of plastic sheeting, debris fences, silt fences, and/or hay bales shall be utilized to <br /> protect any disturbed surfaces during construction activities. Following construction, all <br /> disturbed surfaces shall be revegetated. <br /> i) SCREENING: Screening shall be provided and comply with the following: <br /> i) All storage materials and related activities shall be consistent with Development Title <br /> Section 9-1022, including storage areas for trash, shall be screened so as not to be visible <br /> from adjacent properties and public rights-of-way. <br /> j) LITTER CONTROL: <br /> i) Daily inspection will be conducted to control litter on-and off-site, including along Mac Arthur <br /> Road. <br /> k) ODOR MINIMIZATION: <br /> i) Operator is to maintain an updated Odor Impact Minimization Plan (OIMP)with the San <br /> Joaquin County Environmental Health Department. <br /> ii) Compost feedstock shall be processed within 7 days of receipt, and commercial food waste <br /> shall be processed within 48 hours of receipt. <br /> iii) Commercial food waste composted on-site shall use a covered aerated static pile systems <br /> that encompasses the compost feedstock and forces air through a bio-filter to minimize odor <br /> generation (or other technology approved by the San Joaquin Valley Air Pollution Control <br /> District with equivalent odor control), <br /> iv) Composting operations shall occur on a paved surface to minimize ponding and anaerobic <br /> conditions that could generate odors;and compost windrows shall not be turned when winds <br /> exceed 25 miles per hour to minimize odor generation. <br /> 1) OUTDOOR PROCESSING OPERATION: <br /> i) All outdoor processing activity shall not begin before 6:00 am and will not operate after <br /> 10:00 pm. <br /> ii) Except for the wood processing and yard and food waste composting operations, appliance <br /> recycling, and mixed construction and demolition/inert debris processing, all waste handling <br /> and transfer operations shall take place within the transfer building. <br /> iii) The outdoor area where the windrows will be located for yard waste composting and outdoor <br /> wood, construction and demolition/inert debris processing shall be paved. <br /> Conditions of Approval -3- PA-0800005 <br />
