Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> -- automated filter. The automated filter is typical for river sludge treatment and <br /> separates the solids from the recirculated water. The char byproduct, also called <br /> biochar, is separated out using a special mechanical separator for resale as a soil <br /> amendment, sequestering carbon in the ground in solid form for up to 1,000 <br /> years. Water leaving the filter is passed through a final stationary filter prior to <br /> heat exchange. The scrubbing water is absorbing heat from the product gas and <br /> must be cooled in a cooling tower prior to returning to the closed-loop scrubber. <br /> Material Storage <br /> There are numerous storage areas for recovered and recycled material on-site: <br /> • Baled storage on paved surfaces outside of the MRF/TS building. <br /> • Baled Stroage under the proposed Canopy <br /> • Storage areas for the higher commodity priced baled materials will be located <br /> inside the expansion area of the MRF/TS building. <br /> • Finished compost on the finished compost storage stockpile area at the north end <br /> of the compost pad. <br /> • Processed inert products, including 3/ inch AB specification or 3/8 inch utility <br /> sand, at the Inert Processing Areas. <br /> • Recovered wood, metal, drywall, white goods, and residual debris adjacent to the <br /> C&D Processing Area. <br /> Household Hazardous Waste, Universal Waste, and Electronic Wastes <br /> Household hazardous waste will be collected as part of the load check program at <br /> the Material Recovery Facility, the Transfer Station, the Composting Facility, the <br /> C&D Processing Operations, and the Inert Processing Operations. HHW, <br /> including latex paint, used oil and oil filters, and antifreeze, would be stored during <br /> regular business hours by personnel at a location within the MRF/TS Building in <br /> the method described below. <br /> The facility will not intentionally accept or store hazardous wastes, including <br /> batteries, oil, paint, and special wastes, unless it has been approved to handle the <br /> particular waste by the appropriate regulatory agencies. Such approvals shall be <br /> placed in the operating record. <br /> Should unauthorized hazardous wastes be discovered, control measures as <br /> necessary to protect public health, safety and the environment will be <br /> implemented, such as elimination or control of dusts, fumes, mists, vapors or <br /> gases shall be taken prior to isolation or removal from the operation or facility. <br /> 17 <br />
