Facility Capacity Study
Tracy Materia/Recovery Facility and Transfer Station Expansion
30703 S. MacArthur Drive, Tracy, caiifomia 95377
The expansion of the facility will also involve the establishment of a biomass gasification
unit for on-site renewableower, CDI
p processing, wood waste grinding, appliance
recycling, equipment storage, truck parking, and associated waste handling activities to
the parcel (APN 253-130-026, the "southern parcel') adjacent to the south of the existing
operations as shown on the attached Site Plans;
Sheet A Proposed Site Layout
Sheet Al Proposed Transfer Station/Material Recovery Facility Floor Plan
Sheet A2 Proposed C&D/Wood Waste Processing Area
Sheet A3 Proposed Compost Site Layout
Sheet A4 Proposed Inert Material Processing Area
Sheet A5 Traffic Capacity Plan
Waste Quantities and Capacity Calculations
The peak capacity of the Tracy MRF & TS will be adequate to accommodate 2,500 tons
per day (TPD). The facility will be fully operational Mondays through. Sundays. A well
known aspect of municipal solid waste management is the seasonal variations of waste
generation. As industry practice, as suggested in the publication, "Handbook of Solid
Waste Management" by Dr. George Tchobanoglous, waste generation may vary about
30% above and below the average in many communities. Whereas peak tonnage is
being requested for permitting, the seasonal operational average is typically 30% below
the peak. The Facility Capacity Study will analyze the peak tons, understanding that the
average is typically 30% less than the peak.
Table 1 shows the estimated daily peak tonnage of each waste category converted into
cubic yards of material using standard industry average densities.
Table 1
Typical Daily Throughput
Waste Category Proposed Typical Density Conversion to cubic yards
Input
Municipal Solid 1,000 tons per day 400 pounds per cubic 5,000 CYD
Waste with Food yard (CYD)
Wastes
Commingled 480 tons per day 333 pounds per cubic 3,000 CYD
Rec clables and
Green Material and 200 tons per day 333 pound per cubic 1,600 CYD
co-collected yard
residential green
waste and food
waste
CDI Waste and 820 tons per day 500 pounds per cubic 3,500 CYD
Wood Waste and
Total 2,500 tons per day 380 pounds per cubic 13,100 CYD
and avers e
2
