Load Checking Program <br /> Tracy Material Recovery&Transfer Facility <br /> 30703 S. MacArthur Drive,Tracy,CA 95377 <br /> Facility staffs assigned to perform load checks are responsible for preventing the <br /> acceptance HHW and PW. Staff assigned load checking duties have the <br /> authority to place a hold on any load in which they determine contains prohibited <br /> waste. Staff assigned load checking duties also have the authority to evacuate <br /> the area if hazardous waste is found the presents an immediate hazard to facility <br /> customers and employees. <br /> 2. Acceptable and Prohibited Wastes <br /> The following are the procedures and policies that the Tracy Material Recovery & <br /> Transfer Facility employs as elements of its load check program to prevent the <br /> acceptance of PW and properly manage conditionally accepted waste. <br /> 2.1. Acceptable Waste <br /> The Facility is authorized to accept putrescible and non-putrescible solid, semi- <br /> solid (<50% moisture content) municipal solid wastes which includes household <br /> wastes, while MRRC is authorized to accept construction/demolition waste, and <br /> various nonhazardous industrial and special wastes as authorized by the State <br /> solid waste facility permit and current regulations. <br /> 2.2. Conditionally Accepted Waste Requiring Special Handling <br /> The Facility accepts waste streams which require special handling and which are <br /> prohibited from disposal at a class III landfill and therefore cannot be comingled <br /> with waste in transfer trucks sent to the receiving landfill. The required handling <br /> of these waste streams is discussed in this section. These wastes include but <br /> are not limited to: <br /> 2.2.1. Appliances <br /> Appliances include all white goods containing Material Requiring Special Handling <br /> (MRSH) in accordance with Public Resources Code (PRC), Chapter 3.5, and Section <br /> 42160 et seq. and in the California Health and Safety Code (HSC), Chapter 6.5, <br /> Section 25211 et seq. <br /> 2.2.1.1. Appliance Handling <br /> Appliances are accepted at this facility and are delivered to the Appliance <br /> Recycling Operations Area. At that location, Freon and mercury switches are <br /> removed by staff personnel or third party workers who are Certified Appliance <br /> Recyclers. Whole appliances are handled carefully throughout the Facility so <br /> they are not crushed or damaged prior to the removal of Freon or mercury <br /> switches. <br /> 2.2.2. Universal Waste (UW) <br /> Universal waste includes cathode ray tubes (CRTs), electronic devices, light bulbs, <br /> batteries, mercury switches, and aerosol cans; that can be handled and storage until <br /> processed. <br /> 2 <br />
