Construction & Demolition/Inert Debris Facility Report <br />Tracy Materia/ Recovery and Transfer Facility <br />30703 S. MacArthur Drive, Tracy, California 95377 <br />Training records will be maintained and made available for inspection in <br />accordance with other records, as noted below in General Recordkeeping <br />Requirements. <br />The facility maintains an Injury and Illness Prevention Plan, which is included in <br />Appendix H. <br />Vector, Bird and Animal Control [14 CCR 17410.4] <br />Vectors are animal, insects, and other organisms that may carry pathogens, such <br />as mosquitoes, birds, flies, and rats, from one host to another. These vectors are <br />sometimes carried into C&D facilities by delivery trucks, or may migrate on site <br />from surrounding lands. Vectors and birds are not typically attracted to inert <br />debris or construction and demolition debris due to the lack of available food; the <br />extremely low amount of food available in the material will discourage insects, <br />rats, and rodents. <br />Properly constructed drainage facilities will be provided to significantly reduce the <br />potential for liquids and stormwater to pond on the site, mitigating the potential <br />for mosquito propagation. The facility and surrounding areas will be kept clean to <br />minimize creation of a food source or attractive nuisance. <br />Presence of vectors or conditions that could attract them will be mitigated as <br />needed through appropriate methods. Maintenance, monitoring, and, if <br />necessary, rebuilding of material or debris piles will ensure vector control. <br />Harborage areas will be minimized by the continuous cycling of materials and <br />debris, not allowing vector populations to establish themselves. Vector and bird <br />eradication programs could further employ chemical applications, and/or traps, <br />as are deemed appropriate and environmentally sound. Commercial pest control <br />services could be retained as necessary. It is anticipated that these control <br />measures may be limited. <br />Article 6.3. Keeping Requirements [14 CCR 17414] <br />The Inert Processing operations and the C&D Processing operations are <br />separate operations that utilize common scales and computer systems to record <br />volumes of materials unique to each activity; recordkeeping and filing will be <br />maintained separately. <br />Weights/Volumes [14 CCR 17414 (a)] <br />The facility operator obtains a record of load weights by weighing all arriving and <br />exiting vehicles, which do not already have prerecorded tare weights.
