Construction & Demolition/Inert Debris Facility Report Tracy Materia/ Recovery and Transfer Facility 30703 S. MacArthur Drive, Tracy, California 95377 Training records will be maintained and made available for inspection in accordance with other records, as noted below in General Recordkeeping Requirements. The facility maintains an Injury and Illness Prevention Plan, which is included in Appendix H. Vector, Bird and Animal Control [14 CCR 17410.4] Vectors are animal, insects, and other organisms that may carry pathogens, such as mosquitoes, birds, flies, and rats, from one host to another. These vectors are sometimes carried into C&D facilities by delivery trucks, or may migrate on site from surrounding lands. Vectors and birds are not typically attracted to inert debris or construction and demolition debris due to the lack of available food; the extremely low amount of food available in the material will discourage insects, rats, and rodents. Properly constructed drainage facilities will be provided to significantly reduce the potential for liquids and stormwater to pond on the site, mitigating the potential for mosquito propagation. The facility and surrounding areas will be kept clean to minimize creation of a food source or attractive nuisance. Presence of vectors or conditions that could attract them will be mitigated as needed through appropriate methods. Maintenance, monitoring, and, if necessary, rebuilding of material or debris piles will ensure vector control. Harborage areas will be minimized by the continuous cycling of materials and debris, not allowing vector populations to establish themselves. Vector and bird eradication programs could further employ chemical applications, and/or traps, as are deemed appropriate and environmentally sound. Commercial pest control services could be retained as necessary. It is anticipated that these control measures may be limited. Article 6.3. Record Keeping Requirements [14 CCR 17414-17414.11 Record. Keeping Requirements [14 CCR 17414] The Inert Processing operations and the C&D Processing operations are separate operations that utilize common scales and computer systems to record volumes of materials unique to each activity; recordkeeping and filing will be maintained separately. Weights/Volumes [14 CCR 17414 (a)] The facility operator obtains a record of load weights by weighing all arriving and exiting vehicles, which do not already have prerecorded tare weights.
