PA -0800005 OF TRACY MATERIAL RECOVERY INC. for the <br />expansion of an existing solid waste processing and recycling facility from 39.2 aces to 51.7 acres in two <br />phases over twenty years with a maximum of 1,727 vehicles per day at final build out. Phase 1 to <br />increase the daily waste capacity from 1,000 tons per day (TPD) to 1,800 TPD within ten years. Phase 1 <br />site improvements will include the addition of 19,200 square feet to the existing 57,200 square foot <br />material recovery facility and transfer station building; the addition of 10,500 square feet to the existing <br />maintenance and administration building; construction of a one mega -watt wood waste bio -mass <br />gasification unit; construction of a 5,000 square foot covered storage area and loading dock; Phase 2 to <br />Increase the daily waste capacity from 1,800 TPD to 2,500 TPD within twenty years. The project will <br />employ 160 persons and operate 24 hours a day, 7 days a week. All outdoor processing activities will not <br />begin before 6:00 am and will not operate after 10:00 pm. On site activities will include vehicle <br />maintenance, equipment storage and truck parking, processing of construction and demolition debris, <br />processing wood waste grindings, appliance recycling and associated waste handling activities. The <br />project is located on the west side of South MacArthur Drive, 1.1 miles south of Linne Road, Tracy <br />(Supervisorial District 5). <br />LEAD AGENCY: San Joaquin County Community Development Department. The project will not have a significant effect on the environment. <br />2. A Mitigated Negative Declaration was prepared for this project pursuant to the provisions of CEOA. <br />3. Findings were adopted pursuant to the provisions of CEQA. <br />4. A Statement of Overriding Considerations was not adopted for this project. <br />5.
