r) The project description on page 23 of the RCSI indicates that the facility plans to use a CTI <br />system composting operation as part of the expansion. This type of operation requires the use <br />of blowers to aerate the compost. Provide design information and calculations for the CTI <br />system. <br />s) The Project Description proposes to increase traffic to 1727 vehicles per day. The project <br />description did not reference or provide a traffic study to support the proposed numbers. <br />t) The Biomass Gasification Unit proposes to use 40 TPD of processed clean wood waste to <br />generate 1 mega-watt/hour of energy for on-site use. The EHD needs more information on <br />construction and operation of the biomass gasification unit and on the operation of clean wood <br />waste recovery from the mixed C&D processing facility. Proper evaluation for this facility from <br />the San Joaquin Valley Air Pollution Control District is required. <br />u) Expand the outdoor green waste processing operations to allow the processing of co -collected <br />residential green waste with food waste, to produce compost feedstock and/or anaerobic <br />digestion feedstock. The EHD will need more information on additional reasonable measures <br />to minimize odors, including feedstock characteristics and quality, and OIMP. <br />v) The phased approach to this project does allow the facility to incrementally increase the <br />capacity of the facility. The first phase of the project appears to be suitable for the size of the <br />facility. The Environmental Health Department (EHD) has concerns regarding the second <br />phase of the proposed project. Prior to implementing the second phase of the proposed project <br />the proponent must conduct an operational analysis based on real time conditions at the site. <br />Based on the review of the operational analysis the EHD may require additional equipment, <br />quelling lanes and changes to onsite traffic patterns to insure safe operation of the facility, prior <br />to the approval of Phase II. The operational analysis must be approved by the EHD 180 days <br />prior to making application for a revised Solid Waste Facility Permit. <br />4) SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Steve Mayo, (209) 235-0600) <br />a) This project is subject to the San Joaquin County Multi -Species Habitat Conservation and Open <br />Space Plan (SJMSCP) and is located within the unmapped land use area. Per requirements of <br />the SJMSCP, unmapped projects are subject to case-by-case review. Please contact the <br />Council of Governments staff regarding the scheduling of a SJMSCP biologist to perform a pre - <br />construction survey and any other mitigation measures. The pre -construction survey must be <br />completed prior to any ground disturbance. This can be a 90 -day process and it is <br />recommended that the project applicant contact SJMSCP staff as early as possible. <br />5) AIRPORT LAND USE COMMISSION (Staff Contact: Laura Brunn, (209)-235-0600) <br />a) New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in <br />flight shall not be permitted within any airport's influence area; <br />b) Glare or distracting lights which could be mistaken for airport lights, reflective materials are not <br />permitted to be used in structures or signs (excluding traffic directional signs); <br />C) Sources of dust, steam, or smoke which may impair pilot visibility; <br />d) Sources of electrical interference with aircraft communications or navigation. No transmissions <br />which would interfere with aircraft radio communications or navigational signals are permitted; <br />e) Any proposed use, especially landfills and certain agricultural uses, that create an increased <br />attraction for large flocks of birds; and <br />Conditions of Approval - 7 - PA -0800005 <br />
