d) Construction activities include: the transport of materials to the construction site, on-site land <br />preparation, vertical construction of the buildings, construction employee commute and <br />equipment exhaust emissions. Project related short-term (construction) impacts should be <br />considered significant if, with the implementation of mitigation measures, emissions exceed 10 <br />tons per year of oxides of nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), Or <br />15 tons per year particulate matter of 10 microns or less in size (PM10). <br />e) The proposed project may be subject to District Rule 2010 (Permits Required) and Rule 2201 <br />(New and Modified Stationary Source Review). To obtain information about District permit <br />requirements and whether an Authority to Construct (ATC) and Permit to operate (PTO) are <br />required, and to identify other District rules or regulations that apply to this project, the applicant is <br />strongly encouraged to contact the District's Small Business Assistance Office at (559) 230-5888. <br />Current District rules can be found on line at: www.valleyair.org/ruies/1 ruleslist htm <br />8) CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD (Staff Contact: Genevieve Sparks, <br />(916) 464-4745) <br />Construction Storm Water General Permit <br />a) Discharges whose project disturb one or more acres of soil or where projects disturb less than <br />one acre but are part of a larger common plan of development that in total disturbs one or more <br />acres, are required to obtain coverage under the General Permit for Storm Water Discharges <br />Associated with Construction Activities (Construction General Permit), Construction General <br />Permit Order No. 2009-009-DWQ. Construction activity subject to this permit includes clearing, <br />grading, grubbing, disturbances to the ground, such as stockpiling, or excavation, but does not <br />include regular maintenance activities performed to restore the original line, grade, or capacity of <br />the facility. The Construction General Permit requires the development and implementation of a <br />Storm Water Pollution Prevention Plan (SQPPP). For more information on the Contruction <br />General Permit, visit the State Water Resources Control Board website at: <br />http://www.waterboards.ca.gov/water issues/programs/stormwater/constpermits shtml <br />Phase I and 11 Municipal Separate Storm Sewer System (M4) Permits <br />b) The Phase I and II MS4 permits require the Pemittees reduce pollutants and runoff flows from <br />new development and redevelopment using Best Management Practices (BMPs) to the maximum <br />extent practicable (MEP). MS4Permittees have their own development standards, also known as <br />Low Impact Development (LID)/post-construction standards that include a hydromodification <br />component. The MS4 permits also require specific design concepts for LID/post-construction <br />BMSs in the early stages of a project during the entitlement and CEQA process and the <br />development plan review process.
