d) Construction activities include: the transport of materials to the construction site, on-site land <br />preparation, vertical construction of the buildings, construction employee commute and <br />equipment exhaust emissions. Project related short-term (construction) impacts should be <br />considered significant if, with the implementation of mitigation measures, emissions exceed 10 <br />tons per year of oxides of nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), Or <br />15 tons per year particulate matter of 10 microns or less in size (PM10). <br />e) The proposed project may be subject to District Rule 2010 (Permits Required) and Rule 2201 <br />(New and Modified Stationary Source Review). Construction activity subject to this permit includes clearing, <br />grading, grubbing, disturbances to the ground, such as stockpiling, or excavation, but does not <br />include regular maintenance activities performed to restore the original line, grade, or capacity of <br />the facility. The Construction General Permit requires the development and implementation of a <br />Storm Water Pollution Prevention Plan (SQPPP). MS4Permittees have their own development standards, also known as <br />Low Impact Development (LID)/post-construction standards that include a hydromodification <br />component. The MS4 permits also require specific design concepts for LID/post-construction <br />BMSs in the early stages of a project during the entitlement and CEQA process and the <br />development plan review process.
