7
0
a -e) The applicant_ indicates the hours of operation for the facility will be Monday- Sunday, 24
hours a day; seven (7) days a week. The facility will accept. commercial loads from 4:00a.m.
.to 6:00 p.m. and self -haul loads from 6:00 a.m. to 6:00 p.m., Monday through Saturday.
Based on s'proposed volume of 2,500 tons per day of incoming solid waste, a total of 1,727
vehicles poi, day, or 1,167 additional vehicles per day are expected. The Department of
Public Works required a Traffic Impact Analysis be prepared to determine traffic impacts on
the level of service for MacArthur Road, Linne Road/ MacArthur Road; Linne Road/Chrisman
Road; Linne Road/Corral Hollow Road; and Linne Road/Tracy Boulevard. MRO Engineers
submitted the Final Traffic Impact Analysis to the Public Works Department on December
17, 2008. The analysis and the Public Works Transportation Division determined that any
Impacts to existing levels of -service from the proposed expansion project would be less
thamsignif cant.
The project site boundaries fall within the comprehensive airport land use plan for Tracy
Municipal Airport (TMA). The nearest runway of the TMA is approximately one mile west of
the existing project site. This application is to expand the existing Materials Recover Facility
and a portion of the project falls within the Traffic Pattern Zone for the TMA. The project
sponsor shall abide by the applicable Airport Land Use Plan for Tracy Municipal Airport and
the Federal Airport Administration Advisory Circular No: 150/5200-33B, Hazardous Wildlife
Attractants On or Near Airports. Therefore the proposed expansion project will have less
than a significant, impact on airport imaginary surfaces.
Issues: :irt .
XVI.
