Development Title Section 9-1015.9 states that the parking requirement may be modified by the Director in
i cases in which due to the unusual nature of the establishment or development proposal submitted for it, the
requirement set forth herein may be considered insufficient or excessive. A letter was submitted by the
applicant requesting a modification stating,
"Due to the nature of the operation the amount of parking spaces required would be excessive.
The facility operates in shifts and there would only be approximately 60 employees on site at any
one time."
The Community Development Department has reviewed the proposed request and has determined that the
proposed total of 154 spaces would be more than sufficient for this project.
Development Title Section 9-1015.5(e) states that all parking spaces, driveways and maneuvering areas
shall be surfaced and permanently maintained with asphalt concrete or portland cement concrete to provide
a durable dust free surface. Ingress and egress areas that connect to a paved road or highway shall also be
surfaced and permanently maintained with asphalt concrete or portland cement concrete. The applicant
states that all maneuvering areas, tipping lanes, parking lots, the compost facility and the C&D/Inert
Processing Facility operations area will be paved with asphalt concrete or concrete.
The site is located within a reclaimed excavated pit that is 30-40 feet in depth and away from most sensitive
receptors. The initial study prepared for this project found that the proposed expansion project could emit
noxious odors that could have a potentially significant impact to the surrounding properties. The following
mitigation measures were developed to reduce the potentially significant impacts to less than significant:
County1. Operator is to maintain an updated Odor Impact Minimization Plan (OIMP) with the San Joaquin
• Department.
2. Compost feedstock shall be processed within 7 days of receipt, and commercial food waste shall be
processed within 48 hours of receipt.
3. Commercial food waste composted on-site shall use the covered aerated static pile systems that
encompasses the compost feedstock and forces air through a bio -filter to minimize odor generation.
4. Compost operations shall occur on a paved surface to minimize ponding and anaerobic conditions
that could generate odors; and Compost windrow shall not be turned when winds exceed 25 miles
per hour to minimize odor generation.
These mitigation measures will be included as Conditions of Approval and in the Mitigation Monitoring Plan.
Transportation/Traffic
Due to the increase in traffic from the proposed expansion project the Department of Public Works required a
Traffic Impact Analysis be prepared to determine traffic impacts on the level of service for MacArthur Road,
Linne Road/ MacArthur Road; Linne Road/Chrisman Road; Linne Road/Corral Hollow Road; and Linne
Road/Tracy Boulevard, MRO Engineers submitted the Final Traffic Impact Analysis to the Public Works
Department on December 17, 2008. The analysis and the Public Works Transportation Division determined
that any impacts to existing levels of service from the proposed expansion project would be less than
significant therefore no mitigation was required.
San Joaquin County PA-08000051Tracy Material Recovery
Community Development Page 4
