Facility Capacity Study
Tracy Material Recovery Facility and Transfer Station Expansion
30703 S. MacArthur Drive, Tracy, California 95377
Traffic Handling Analysis
Vehicles delivering and removing materials from the Tracy MRF & TS include (1) Tracy
Delta Solid Waste Management (TDSWM) collection trucks, including front-end loaders,
rear-loaders, and debris box/roll-off hauling vehicles, (2) self-haul vehicles (mainly pick-
up trucks and passenger-vehicle-drawn, small- and medium-size trailers), (3) trucks
removing recovered materials, (4) and transfer trucks carrying solid waste to a landfill
from the transfer facility. The calculations for potential vehicle throughput for each
operational area are shown in Table 7 below.
Table 7
Project Traffic Capacity Analysis
Vehicle Classification/ Load/Unload
Operational Area Number Time Vehicles per loading Total Vehicles/ Peak
Of Spaces (avg.minutes) space/hour Hour Hour
A Per Vehicle (60 min../B=C) (A x C=D) 10am to 11 am
B
D
Inbound
Material Recovery Facility and Transfer Station operations area—See Figure Al for number of spaces
Commercial MSW 9 6 10 90 27
Self—Haul MSW 16 10 6 96 25
Commingled
Recyclables 4 6 10 40 12
Source-Separated
Recyclables 10 6 10 100 10
C&D Processing Area operations —See Figure A2 for number of spaces
Self-Haul C&D 13 10 6 78 32
Commercial C&D 7 1 6 1 10 70 8
Compost Processing Area operations —See Figure A3 for number of spaces
Self-Haul Compost 13 10 6 78 14
Commercial Compost 7 6 10 70 16
Inert Processing Area2 20 3 6 5
Total Inbound Peak Traffic 149
Outbound
MSW Transfer 2 5 12 24 10
Recyclables Transfer 3 20 3 9 5
Compost Transfer 2 10 6 12 3
C&D Wood Transfer 3 1 10 6 18 4
Total Outbound Peak Traffic 22
Proposed scalehouse traffic can be handled with the use of two inbound scales for self-
haul vehicles and one scale for commercial vehicles. On site survey data reveals that
the average processing time necessary at the scalehouse is 10 seconds for each
TDSWM commercial vehicle and approximately 45 seconds for each self-haul vehicle.
Peak incoming hourly traffic at the proposed 2,500 TPD capacity is 149 vehicles (59
commercial and 90 self-haul vehicles). With two scales handling incoming self-haul
vehicles, over 120 self-haul could be processed each hour; one scale could handle in
s
