Load Checking Program <br /> Tracy Material Recovery&Transfer Facility <br /> 30703 S. MacArthur Drive,Tracy,CA 95377 <br /> 1. Introduction <br /> Household hazardous waste, commercial hazardous waste and waste requiring <br /> special handling are found commingled with refuse disposed of at solid waste transfer <br /> stations and landfills. Tracy Material Recovery & Transfer Facility operated by Tracy <br /> Delta Solid Waste Management, Inc. (Tracy) implements a Load Checking Program <br /> (Program) to address load check requirements in Title 14 Minimum Standards for Solid <br /> Waste Handling and Disposal, Section 17409.5 and other regulations preventing the <br /> acceptance and improper handling of hazardous and prohibited waste. The primary <br /> objective of the Program is to reduce, to the extent possible, the acceptance of <br /> household hazardous waste and prohibited waste at this facility and to prevent further <br /> disposal of prohibited waste at receiving landfills. The Program is also designed to <br /> ensure waste requiring special handling is properly managed. <br /> The Tracy Material Recovery & Transfer Facility (Facility) is designed, constructed, and <br /> operated primarily for the handling of non-hazardous solid waste. These wastes include <br /> municipal solid waste, construction & demolition waste, and various non-hazardous <br /> industrial and special wastes as authorized by the State solid waste facility permit and <br /> applicable regulations. <br /> Prohibited Waste (PW) primarily consists of <br /> • Special waste which requires special handling and/or permitting which is not in <br /> place at Facility such as waste requiring immediate burial. <br /> • Hazardous waste primarily consists of Household Hazardous Waste (HHW), <br /> Universal Waste (UW), and commercial hazardous waste. <br /> The acceptance of these wastes at the Facility other than at the specifically designated <br /> household waste are in the facility is violation of Local, State and Federal regulations. <br /> Conditionally Accepted Waste (CAW) consists of waste which requires special handling <br /> prior to disposal or recycling. <br /> The prohibition of such waste, and the proper management of conditionally accepted <br /> waste, shall be enforced and encouraged by facility management through the Load <br /> Check Program. <br /> 1.1.Goals <br /> • Protect the health and safety of Tracy employees, customers using the Facility <br /> and to protect the environment; <br /> • Protect Tracy Delta Solid Waste Management, Inc. from loss and long term <br /> liabilities; <br /> • Abide by facility permit and all applicable Local, State and Federal laws. <br /> 1.2. Responsibility and Authority <br /> The Tracy Operations Manager is responsible for the implementation and <br /> continued operation of this load check program in accordance with this program <br /> guide. <br /> 1 <br />
