Report of Composting Site Information <br />Tracy Material Recovery and Transfer Facility <br />30703 S. MacArthur Drive, Tracy, Ca. 95377 <br />Digestate from anaerobic digestion facilities — that has already undergone several days <br />of in -vessel composting prior to delivery to the facility — may be composted in windrows <br />if it does not create odor problems, following a demonstration project. If the already <br />composted digestate is malodorous then it will be placed in the aerated static pile <br />system. Anaerobic digestion digestate that has not undergone in -vessel composting <br />prior to delivery will be placed in the aerated static pile system. <br />Composting Process Overview <br />An overview of the various composting processes is presented below: <br />Elongated Windrow Method <br />• Incoming trucks are received and weighed at the scale located near the Gate House. <br />The scale personnel will direct haulers to the appropriate area of the composting <br />facility. Appropriate signage in conformance with the requirements of 14 CCR <br />§17867(a) (7) will be placed within the composting facility. <br />• The facility personnel will conduct a load check during unloading. At least one <br />trained load -checking employee will be present during deliveries. Contaminated and <br />uncompostable materials will either be returned to the hauler or placed in bags or <br />cans or set aside. <br />• The green material, yard trimmings, and wood wastes will be processed in a <br />portable horizontal grinder within the boundary of the compost operations area or <br />qW deposited directly into the windrows. <br />• All incoming co -collected organic (CCO) feedstock (85% green waste/15% food <br />waste) will be commingled at the point of generation from residential areas via the <br />use of curbside green waste `toters'. The CCO feedstock will come to the facility <br />where the feedstock is ground on-site, when needed, and then placed in windrows. <br />• The CCO feedstock that to be processed at the facility will be placed into an <br />exclusive stockpile next to the grinder, and will be ground within 24 hours of receipt. <br />The processed CCO material will then be formed into elongated windrows in the <br />CCO composting area for on-site composting. <br />• Incoming material will be shaped into piles within an average of 7 days of receipt for <br />green material and within 48 hours for food waste. <br />• Some material may arrive already processed, but if not, the material will be <br />processed in a grinder in the Processing Area and deposited directly into the <br />windrows. A front-end loader will be used to feed the material into the grinder. The <br />ground material will be formed into elongated windrows for on-site composting. <br />• The material is formed into trapezoidal -shaped windrows. Windrow dimensions will <br />depend on the type of windrow turner used, but are typically up to 20 feet wide, 8 <br />feet high, and have varying length. Windrows are separated by an access road for <br />0 windrow loading, monitoring, watering, and turning. <br />11 <br />
